About this file

This is an Amendment to a Request for Quotation (RFQ) for the FY26-30 IDIQ Road Blading Contract for the Mark Twain National Forest, issued by the U.S. Department of Agriculture Forest Service (USDA-FS).

The amendment revises the solicitation closing date from March 27, 2026, to April 3, 2026, at 5:00 P.M. EST. It updates submission and award instructions to clarify that the Government intends to make multiple awards on a district-by-district basis, with offerors permitted to submit pricing for one, several, or all eight districts. To be considered for a specific district, an offeror must provide pricing for all line items within that district. The evaluation criteria are revised to award to the Lowest Price Technically Acceptable (LPTA) offeror per district. To be rated Technically Acceptable, offerors must demonstrate ownership or lease-access to at least one motor grader and one qualified operator per district bid. Technical corrections address IDIQ minimums of $2,500.00 and maximum of $5,000,000.00; the ordering period ending date of April 30, 2031; and units of measure for Poplar Bluff district items 5.4.3 and 5.4.4 revised from "Each" to "L.F."

The underlying acquisition is set-aside for small business concerns under NAICS code 237310 with a $45.0 million size standard. The contract involves surface blading and culvert maintenance services across eight districts of Mark Twain National Forest in Missouri, with a base year performance period of May 1, 2026, to April 30, 2027, and four optional years through April 30, 2031. Pricing is required for line items including single-lane and double-lane road blading (measured in miles), culvert installation and replacement (measured in linear feet), and crushed aggregate materials (measured in tons). Offerors must submit technical proposals addressing past performance and technical capability, a price proposal with vendor information and completed Schedule of Items, and representations and certifications including H-2B worker and MSPA worker authorizations. The contract is firm-fixed price with service contract labor standards applicable.
