About this opportunity
The Federal Bureau of Investigation is seeking a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to acquire professional occupational health services through a nationwide patient physician network with clinics across all states, territories, and districts. The contractor must provide medical examinations and related services for prospective and current FBI employees, including pre-employment physicals, fitness for duty exams, Department of State medical clearances, OSHA/hazmat medical surveillance, respiratory protection evaluations, FAA and DOT medical clearances, travel medicine reviews, immunizations, lab work, and specialized examinations such as diving medical evaluations. Key requirements include maintaining a comprehensive patient physician network with owned clinics, credentialing qualified providers, scheduling and completing exams within specified timeframes, protecting sensitive medical information, and submitting monthly reports and invoices. The evaluation will use a best-value tradeoff approach with five factors: Past Performance (Pass/Fail), Security (Pass/Fail), Technical capabilities (Confidence Assessment), Management approach (Confidence Assessment), and Price, with technical and management factors weighted significantly more heavily than price. Proposals are due January 16, 2026, at Noon Central Time, with an anticipated contract start date of April 1, 2026.
This solicitation has no set-aside designation and is open to full and open competition. The incumbent contractors are identified as 15F06720D0001955 and 15F06721F0002017. The contract includes a base period from April 1, 2026, through March 31, 2027, with four one-year option periods extending through September 30, 2031, and potential for a six-month extension, for a total possible performance period of approximately five years and six months. Estimated exam volumes include 1,714 to 2,748 applicant exams, 380 to 410 hazmat/OSHA exams, and 5,766 to 6,784 fitness for duty exams across the contract period, with additional specialized services and a la carte medical tests. The primary place of performance is Quantico, Virginia 22134, although services must be provided nationwide through the contractor's clinic network. Additional Question: Under Section 3.5.1, Objective E Task 1: Fitness for Duty, the Statement of Work states that “The Provider shall ensure that forms FD- 1065 and FD-1093 (or FD- 1093A) are completed in their entirety.” While Attachment D, Pricing Spreadsheet_Amend 3, does include OSHA Audiogram (Includes review of Hearing History) as part of the Fitness for Duty (Periodic) exam, the Statement of Work in this section does not include the requirement. Please clarify whether audiogram will be required as part of all Fitness for Duty (Periodic) exams or as needed under the Audiogram Only line item?
Response - Applicant exams must have a pure tone audiogram completed for their pre-employment. On board employees with periodic FFD exam requirements receive an in-house audiogram done through OSEP's Shoebox program and not ordered for the vendor to complete. However, there are occasions when we will need to order a stand alone pure tone audiogram from the vendor d/t an inconclusive or "No Response" (NR) results. Please adjust proposals accordingly.
