About this opportunity
The Department of the Interior Bureau of Land Management National Office seeks design-build HVAC upgrades at its Rawlins Field Office in Wyoming, with proposals due May 11, 2026 at 2:00 PM Mountain Time. This is a total small business set-aside under NAICS 238220 with a firm fixed-price award and a $1.04 million budget.
Place of performance is Rawlins, Wyoming. The project covers approximately 32,000 square feet across two stories, with scope including replacement of two rooftop air handler units (approximately 30 and 40 tons, Energy Star DX), 32 variable air volume boxes with reheat coils and thermostats, two gas-fired boilers (85% efficiency, 700 MBH input) with associated pumps, three split HVAC units, and complete controls reconfiguration compliant with ASHRAE Guidelines 0, 1.1, and 36. All architect-engineer services must be performed by Wyoming-licensed professionals. The prime contractor must perform at least 25 percent of contract costs with its own employees. The facility remains occupied during construction, requiring an approved phasing plan. Performance period is 365 calendar days following notice to proceed, with work commencing within 10 days.
Mandatory site visit is April 21, 2026; questions are due April 28. Amendment 0001 effective May 7, 2026 added the Site Visit Sign-In Sheet (Attachment 09) and must be acknowledged by proposal submission. Evaluation employs a two-phase process. Phase One (all offerors eligible) assesses design-build team qualifications, key personnel resumes, and past performance on up to five similar projects within seven years. Phase Two (up to five most-qualified offerors) evaluates project approach, detailed Gantt-format schedule, proof of valid Wyoming licenses for architecture, civil engineering, mechanical engineering, and electrical engineering, and pricing. Offerors must provide performance and payment bonds at 100 percent of contract price. Construction wage rate and prevailing wage determinations apply. Design must comply with 2024 International Building Code, 2024 IECC, ASHRAE 90.1-2019, NFPA codes, and related federal and BLM standards.
