About this file
This is a Presolicitation document for an HVAC Improvements Project at the BLM Rawlins Field Office in Rawlins, Wyoming. The project involves replacing and upgrading heating, ventilation, and air conditioning systems in a 32,000-square-foot facility located at 1300 North 3rd Street, Rawlins, Wyoming 82301.
The base bid scope includes replacing two rooftop HVAC units, two Variable Frequency Drives (VFDs), 32 Variable Air Volume (VAV) units with reheat coils, 32 thermostats, two boilers, two boiler pumps, two hot water pumps, one in-line exhaust fan, and three split HVAC units (indoor and outdoor units). Additional work includes upgrading electrical panel labeling and performing tabulation and commissioning of the entire HVAC system. The contractor will be responsible for equipment selection, submittal of equipment specifications for government approval, construction, and submission of as-constructed drawings. Existing drawings in PDF and AutoCAD formats will be provided. Option #1 allows for replacement of the 32 VAV units and 32 thermostats with JCI VMA1832S and JCI TEC thermostats respectively. The project must comply with the 2021 International Building Code (IBC), 2021 International Plumbing Code (IPC), 2021 International Mechanical Code (IMC), ASHRAE standards, National Electrical Code (NEC) NFPA 70, and ABA Accessibility Guidelines. The BLM serves as the Authority Having Jurisdiction (AHJ). The facility will remain occupied during construction, requiring an approved phasing plan. Work plans identify specific locations for VAV replacements on both floors, thermostat locations, boiler and pump replacements in the mechanical room, split HVAC unit installations, and rooftop RTU placements.
