Summary: Design Build Services Statement of Work – Rawlins Field Office HVAC Improvements

This is a Performance Work Statement for design-build services to replace and upgrade the HVAC system at the Bureau of Land Management (BLM) Rawlins Field Office located at 1300 North 3rd Street, Rawlins, Wyoming. The approximately 32,000 square foot, two-story building constructed in 2005 requires modernization of rooftop air conditioning units, boilers, pumps, exhaust fans, VAV reheat coils, and controls that have reached the end of their useful service lives. The project scope includes demolition of two existing rooftop air handler units, 32 VAV boxes with reheat coils, two boilers with associated pumps, three split HVAC units serving telecom rooms, and related controls. Construction deliverables require installation of two new Energy Star DX rooftop HVAC units (approximately 30 and 40 tons), two new gas-fired boilers with 85% efficiency and 700 MBH input, 32 new VAV boxes with thermostats, three new split HVAC systems with low ambient kits, two new hot water pumps (84 GPM), and complete controls reconfiguration compliant with ASHRAE Guidelines 0, 1.1, and 36 standards. The design must utilize existing AutoCAD drawings, include as-built documentation, and coordinate with the Johnson Controls MetaSys DDC system. All Architect-Engineer services must be performed by licensed professionals registered in Wyoming.

The contract includes eight defined line items covering design and equipment selection, HVAC and electrical demolition, HVAC and electrical construction, HVAC controls, testing and commissioning, and training with operations and maintenance manuals. An optional line item provides for installation of 32 JCI VMA1832s and TEC thermostats contingent on funding availability. Key contractual requirements include establishment of a Microsoft Teams project site for communication, bi-weekly equipment selection meetings, weekly on-site construction progress meetings, submission of a Quality Control Plan and Safety Plan prior to preconstruction conference, and maintenance of as-built drawings throughout construction. The contractor must obtain security clearance for two key personnel, submit a phasing plan to minimize impact on the occupied facility, provide TAB services through an independently certified AABC, NEBB, or TABB contractor, and deliver comprehensive operations and maintenance manuals and 16 hours of system training to BLM personnel prior to final acceptance. Specifications address thermal design conditions, air distribution systems, control system graphics updates, commissioning requirements, and electrical upgrades to support new mechanical equipment.

1 Project Introduction Project Title: Rawlins Field Office HVAC Improvements

1.1 Scope

Perform the work in accordance with the terms and conditions of the Contract for the Bureau of Land Management (Government) as described below.

Perform all Architect-Engineer (A/E) Services by licensed Architects and Engineers registered in the State of Wyoming.

Use the Schematic Design Drawings and the Scope of Work as the basis of the design (see attachments).

Select equipment, perform construction, TAB and Commission the system, and develop as-constructed drawings (from existing AutoCAD drawings) of the new equipment.

1.2 Location

This project is located at 1300 North 3rd Street, Rawlins, WY 82301-2407.

1.3 Background

The Rawlins Field Office is an approximately 32,000 square foot, two-story building, constructed in 2005. The existing rooftop air conditioning units, boilers, pumps, exhaust fans, VAV reheat coils, and VMAs contain components that have either failed or have reached the end of their useful service lives. Current energy use at this facility is also higher than desired.

The existing HVAC system consists of two indirect-direct (two-stage) evaporatively cooled rooftop air conditioners, with variable air volume airside (single-inlet VAV terminals), hot water reheat coils, and perimeter hot water cabinet heaters. There are also unit heaters and cabinet unit heaters for space heating. The rooftop air conditioners also contain hot water heating coils for tempering supply air. Exhaust fans have been provided for the toilet rooms, break room, telecom rooms, janitor rooms, the lab, and the electrical room. Two existing boilers provide hot water to the VAVs, unit heaters, and cabinet heaters.

The existing HVAC system controls consist of a Johnson Controls “Metasys” direct digital control (DDC) system.

The existing roof is a single-ply Thermoplastic Polyolefin (TPO) material.

Systems furniture is installed throughout the first and second floors.

The HVAC equipment replacement, controls updates, and additional associated improvements, include:

1.3.1 Demolition / Removal of the following Existing Items:

Limit the construction site to the smallest feasible area. Controls ground disturbance and site management to prevent undue damage to vegetation, soils, and to minimize air, water, soil, and noise pollution.

Staging is limited to in or near the construction area for a construction office or trailer.

Locate construction equipment and material storage in previously disturbed areas near construction site.

FAR Clause 52.236-12, Cleaning Up, is supplemented as follows:

Return staging areas to pre-construction conditions after construction is complete.

Construction Zones To protect the public and Government staff, fence construction zones with approved construction barrier fencing, plastic, or portable fencing, before construction activity begins. Confine activity to the minimum area required for construction.

Parking of Construction Vehicles Limit parking of vehicles to existing roads, in legally designated areas, and within approved staging area(s). Include company insignia / logo on construction vehicles.

Design-Build Statement of Work 01 April 2025

2.4.5 Construction Coordination

Submit a phasing plan, to ensure continued operations at the Rawlins Field Office. Receive approval prior to the commencement of work. Maintain operations of main lobby. Note that transitional seasons (Spring and Fall) are the best times to conduct HVAC work (the more accommodating temperatures generally fall between April and June). The building may be vacated for up to two full calendar weeks to accommodate safe crane and rigging operations.

2.4.6 Digital Images

Use StructionSite or similar software for digital image documentation of progress. Develop a photo location plan for approval. Take and submit images weekly.

2.4.7 Temporary Services

Temporary materials may be new or used but must be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.

Water: Water is available on site without metering and without payment of use charges for on-site use only. Provide connections and extensions of services as required for construction operations.

Electrical Power Service: Electrical power from existing system is available for use without metering and without charge. Provide connections and extensions of services as required for construction operations.

Heating and Cooling: Furnish temporary heating and cooling, if required due to the climate during construction. Do not use permanent heating and cooling system without approval. When the permanent heating and cooling system is approved for use as temporary heating and cooling, pay all costs until final acceptance. Install new filters before final acceptance. Equipment warranties shall start on date of Final Acceptance.

Sanitary Facilities: Provide and maintain temporary toilet facilities in accordance with State Health Department. Provide separate accessible facilities for men and women with privacy locks. Enclosures shall be weatherproof, sightly, and of sturdy construction. Completely remove sanitary facilities on completion of work.

2.4.8 Access

Coordinate construction efforts with the Government such that there is minimal impact to the work of the Government personnel and the visiting public. The facility will be occupied during construction, requiring strong coordination by the DBC. Coordinate site access with the Government.

Keep driveways, loading areas, and entrances serving the premises clear and available at all times.

2.4.9 Existing Utilities
