About this opportunity

The Federal Bureau of Investigation is conducting market research to identify vendors capable of providing design-build Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer systems, with RFI responses due by July 13, 2026 at 3:00 PM EDT. The Government anticipates a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for up to twenty MCPV systems over a five-year ordering period.

Each MCPV must consist of a custom-designed gooseneck trailer not exceeding 13 feet in height with a walkable roof, integrated with a Class 4 prime hauler vehicle (F-450 High Output equivalent, 500 horsepower/1,000 foot-pound torque minimum). Systems must support 15 to 20 simultaneous workstations and deliver integrated command, control, communications, and computing (C4) capabilities via multi-band, multi-path communications infrastructure including satellite (LEO preferred), cellular, and RF systems. Self-contained diesel generator power with 20 percent reserve capacity, redundant environmental controls, fire detection and suppression, 360-degree surveillance, and GPS tracking with web-based remote access are required. Minimum 15-year service life applies.

Systems must achieve full operational capability within 30 minutes of deployment, maintain 95 percent operational availability, and sustain operations for 72 hours or longer without external infrastructure. Contractor must maintain ISO 9001 certification and provide nationwide warranty and sustainment support including maintenance, repair, and technical support throughout the Continental United States.

Responses limited to 40 pages (excluding product literature, resumes, certifications, and conceptual drawings) must be submitted in PDF format to Contracting Officer Melissa Golicz at mgolicz@fbi.gov. Responses should address corporate capabilities, technical approach, conceptual design information, prime hauler integration capability, up to five relevant projects completed within the last ten years, nationwide service capability, small business participation if applicable, and non-binding Rough Order of Magnitude estimates for the trailer, prime hauler, fully integrated MCPV, and typical delivery lead time.

Update #4 · Latest ·

The Federal Bureau of Investigation (FBI) is issuing Amendment 0001 to the previously posted Request for Information (RFI)/Sources Sought Notice for Tier II Mobile Command Post Vehicle (MCPV) systems.

Based upon the Government's review of industry responses received under the original RFI, the Government has determined that additional market research is necessary to further assess industry's technical capabilities, manufacturing approaches, systems integration capabilities, and nationwide sustainment support capabilities.

Accordingly, the Government is providing updated draft requirements, including a draft Performance Work Statement (PWS) and Technical Specifications, and is requesting additional information from interested vendors.

The purpose of this amendment is to:

• Obtain additional market research information regarding industry's capability to design, engineer, manufacture, integrate, and support custom Mobile Command Post Vehicle systems;

• Better understand industry's proposed technical approaches for satisfying the Government's requirements;

• Assess industry's capability to perform complex vehicle systems integration, including prime hauler integration, communications integration, electrical integration, and associated support services; and

• Refine the Government's acquisition strategy and determine the appropriate procurement approach.

Interested vendors are requested to review the attached documentation and provide responses in accordance with the revised RFI instructions.

This amendment is issued for market research purposes only and does not constitute a solicitation. The Government does not intend to award a contract based on this notice.

Change 4/15/26 - Due date discrepancy in RFI attachment has been updated to match due date on SAM.gov of 5/4/26.

Estimated quantity over the life of the contract is also clarified.

The Government is conducting market research to identify qualified vendors capable of providing design-build solutions for Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer systems. The anticipated requirement will support a wide range of mission-critical operations requiring rapidly deployable mobile command, control, communications, and computing (C4) capabilities.

The Government is considering a performance-based acquisition approach under a potential Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The MCPV systems are expected to be self-contained, highly mobile platforms integrating advanced communications technologies (including satellite, RF, and cellular), onboard power generation, and configurable workspace to support approximately 15–20 workstations.

This RFI seeks industry input on:

  • Technical capabilities and innovative design approaches
  • Integration of communications, power, and vehicle systems
  • Production capacity and delivery timelines
  • Lifecycle sustainment and support strategies
  • Recommended contract structure and performance metrics

The Government is particularly interested in solutions that emphasize modularity, scalability, interoperability, and long-term maintainability.

This notice is issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract based on this RFI and will not reimburse respondents for any costs incurred in preparing a response.
