About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Investigation for market research purposes regarding the design, development, and production of Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailers. The Government anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an estimated requirement of approximately 13 to 20 MCPV trailer systems over a five-year ordering period, averaging 3 to 4 units annually. The RFI aims to identify capable vendors, assess industry capabilities and innovative solutions, refine acquisition strategy and requirements, obtain feedback on a performance-based approach using a Statement of Objectives (SOO) with offeror-proposed Performance Work Statement (PWS), and identify risks, cost drivers, and schedule considerations.
The requested Tier 2 MCPV trailers must be capable of designing and manufacturing gooseneck mobile command post trailers; integrating advanced communications systems including satellite (LEO preferred), RF communications, and cellular systems; providing self-contained power systems with redundancy; supporting 15–20 personnel in a mobile workspace; delivering secure, interoperable Command, Control, Communications, and Computing (C4) capabilities; and providing lifecycle sustainment and support. Vendors must submit responses limited to 15–20 pages (excluding cover page) in PDF format by May 4, 2026, at 2:00 p.m. EST to Contracting Officer Melissa Golicz at mgolicz@fbi.gov. Responses should include company information, capability statements with previous project examples, conceptual technical approach, feedback on performance-based acquisition feasibility, rough order of magnitude cost estimates, production timelines, and industry feedback on technical risks and supply chain considerations. The RFI explicitly disclaims any obligation to issue a solicitation or award a contract and will not result in cost reimbursement.

Request for Information (RFI)
Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer
10 APRIL 2026
1. Notice Type
This is a Request for Information (RFI) issued for market research purposes only. This is not a solicitation and does not constitute a commitment by the Government to issue a solicitation or award a contract.
2. Background
The Government is seeking industry input regarding the design, development, and production of Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer systems to support mission-critical operations. These Tier 2 MCPV Trailers are intended to provide mobile command, control, communications, and computing (C4) capabilities in support of emergency response, major investigations, special events, and interagency coordination.
The Government anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the design-build and sustainment of these systems. For planning purposes only, the Government estimates a potential requirement of approximately 13 to 20 MCPV trailer systems over a five-year ordering period, averaging approximately 3 to 4 units per year. This estimate is provided solely for market research purposes and does not represent a commitment or guarantee.
3. Purpose
The purpose of this RFI is to:
• Identify capable and qualified vendors
• Assess industry capabilities and innovative solutions
• Refine the Government’s acquisition strategy and requirements
• Obtain feedback on a performance-based approach (SOO/PWS)
• Identify risks, cost drivers, and schedule considerations
4. Scope of Potential Requirement
The Government is interested in solutions capable of:
• Designing and manufacturing mobile command post trailers (gooseneck configuration)
• Integrating advanced communications systems, including:
o Satellite (LEO preferred) o RF communications o Cellular systems
• Providing self-contained power systems with redundancy
• Supporting 15–20 personnel in a mobile workspace
• Delivering secure, interoperable C4 capabilities
• Providing lifecycle sustainment and support
5. Requested Information
Interested vendors are requested to provide the following:
5.1 Company Information
• Company name, address, and point of contact
• Business size and socio-economic status
• Relevant certifications (e.g., ISO 9001)
5.2 Capability Statement
Provide a summary of your company’s ability to:
• Design and manufacture mobile command vehicles or similar platforms
• Integrate communications, power, and IT systems
• Deliver complex vehicle-based systems under IDIQ contracts
• Provide nationwide maintenance and sustainment support
Include examples of previous projects of similar size and complexity.
5.3 Technical Approach (Conceptual)
Provide a high-level description of your approach to:
• Tier 2 MCPV trailer design (layout, materials, expandability)
• Power generation and redundancy strategy
• Communications architecture
• Integration with a prime hauler vehicle
• Modularity and upgradeability
5.4 Performance-Based Acquisition Feedback
The Government intends to use a Statement of Objectives (SOO) with an offeror-proposed PWS approach.
Please provide feedback on:
• Feasibility of this approach
• Recommended performance metrics
• Risks or challenges with performance-based requirements
• Suggested improvements
5.5 Rough Order of Magnitude (ROM)
Provide a non-binding ROM estimate for:
• Single Tier 2 MCPV trailer unit (design + build)
• Estimated cost drivers (e.g., communications, power, materials)
• Cost differences between baseline vs. advanced configurations
5.6 Schedule
Provide estimated timelines for:
• Design phase
• Prototype delivery
• Production lead times
5.7 Industry Feedback
