About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Investigation for market research purposes regarding Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailers. The RFI, issued on 10 April 2026 with a submission deadline of 30 April 2026, seeks industry input to identify capable vendors, assess capabilities and innovative solutions, refine acquisition strategy, obtain feedback on performance-based acquisition approaches, and identify risks, cost drivers, and schedule considerations. The Government anticipates issuing a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract for design-build and sustainment of these systems.
The Government seeks solutions capable of designing and manufacturing mobile command post trailers in gooseneck configuration that integrate advanced communications systems (satellite with LEO preference, RF communications, and cellular systems), provide self-contained power systems with redundancy, support 15–20 personnel in a mobile workspace, deliver secure and interoperable C4 (command, control, communications, and computing) capabilities, and provide lifecycle sustainment and support. The trailers will support emergency response, major investigations, special events, and interagency coordination. Vendors must submit responses limited to 15–20 pages in PDF format electronically to Contracting Officer Melissa Golicz at mgolicz@fbi.gov by 30 April 2026. Required information includes company details, capability statements addressing mobile vehicle design and manufacturing, communications and power system integration, IDIQ contract delivery experience, and nationwide maintenance support; conceptual technical approach covering design, power, communications architecture, hauler vehicle integration, and modularity; feedback on performance-based acquisition feasibility using Statement of Objectives with offeror-proposed Performance Work Statement approach; non-binding Rough Order of Magnitude estimates for single unit design and build costs with cost drivers and baseline versus advanced configuration differences; estimated timelines for design phase, prototype delivery, and production lead times; and industry input on technical risks, supply chain considerations, and warranty and sustainment best practices. This RFI does not constitute a solicitation, obligate the Government to issue a solicitation or award a contract, or result in reimbursement for response costs, though the Government may conduct one-on-one vendor discussions, host an industry day or demonstration event, or request additional information following review of responses.

1. Notice Type
This is a Request for Information (RFI) issued for market research purposes only. This is not a solicitation and does not constitute a commitment by the Government to issue a solicitation or award a contract.
2. Background
The Government is seeking industry input regarding the design, development, and production of Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer system to support mission-critical operations.
These Tier 2 MCPV Trailers are intended to provide mobile command, control, communications, and computing (C4) capabilities in support of:
• Emergency response
• Major investigations
• Special events
• Interagency coordination
The Government anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the design-build and sustainment of these systems.
3. Purpose
The purpose of this RFI is to:
• Identify capable and qualified vendors
• Assess industry capabilities and innovative solutions
• Refine the Government’s acquisition strategy and requirements
• Obtain feedback on a performance-based approach (SOO/PWS)
• Identify risks, cost drivers, and schedule considerations
4. Scope of Potential Requirement
The Government is interested in solutions capable of:
• Designing and manufacturing mobile command post trailers (gooseneck configuration)
• Integrating advanced communications systems, including:
o Satellite (LEO preferred) o RF communications o Cellular systems
• Providing self-contained power systems with redundancy
• Supporting 15–20 personnel in a mobile workspace
• Delivering secure, interoperable C4 capabilities
• Providing lifecycle sustainment and support
5. Requested Information
Interested vendors are requested to provide the following:
5.1 Company Information
• Company name, address, and point of contact
• Business size and socio-economic status
• Relevant certifications (e.g., ISO 9001)
5.2 Capability Statement
Provide a summary of your company’s ability to:
• Design and manufacture mobile command vehicles or similar platforms
• Integrate communications, power, and IT systems
• Deliver complex vehicle-based systems under IDIQ contracts
• Provide nationwide maintenance and sustainment support
Include examples of previous projects of similar size and complexity.
5.3 Technical Approach (Conceptual)
