About this file

This is a Request for Information (RFI) issued by the Federal Bureau of Investigation for market research purposes regarding the design, development, and production of Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailers. The Government is seeking industry input to identify capable vendors, assess innovative solutions, and refine acquisition strategy prior to issuing a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract for design-build and sustainment services. The MCPV trailers must provide mobile command, control, communications, and computing (C4) capabilities to support emergency response, major investigations, special events, and interagency coordination.

Required capabilities include designing and manufacturing gooseneck trailer configurations; integrating advanced communications systems (satellite with LEO preference, RF communications, and cellular systems); providing self-contained power systems with redundancy; supporting 15-20 personnel in mobile workspace; delivering secure, interoperable C4 capabilities; and providing lifecycle sustainment and support nationwide. Vendors must submit responses by 04 MAY 2026 to Contracting Officer Melissa Golicz at mgolicz@fbi.gov. Responses are limited to 15-20 pages in PDF format and must include company information, capability statements, technical approach (design, power, communications architecture, modularity), feedback on performance-based acquisition using Statement of Objectives with offeror-proposed Performance Work Statement, rough order of magnitude cost estimates, schedule timelines for design and production phases, and industry feedback on technical risks and supply chain considerations. This RFI is for information and planning purposes only and does not constitute a solicitation or commitment to award a contract.

Request for Information (RFI)

Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer

10 APRIL 2026

1. Notice Type

This is a Request for Information (RFI) issued for market research purposes only. This is not a solicitation and does not constitute a commitment by the Government to issue a solicitation or award a contract.

2. Background

The Government is seeking industry input regarding the design, development, and production of Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer system to support mission-critical operations.

These Tier 2 MCPV Trailers are intended to provide mobile command, control, communications, and computing (C4) capabilities in support of:

• Emergency response

• Major investigations

• Special events

• Interagency coordination

The Government anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the design-build and sustainment of these systems.

3. Purpose

The purpose of this RFI is to:

• Identify capable and qualified vendors

• Assess industry capabilities and innovative solutions

• Refine the Government’s acquisition strategy and requirements

• Obtain feedback on a performance-based approach (SOO/PWS)

• Identify risks, cost drivers, and schedule considerations

4. Scope of Potential Requirement

The Government is interested in solutions capable of:

• Designing and manufacturing mobile command post trailers (gooseneck configuration)

• Integrating advanced communications systems, including:

o Satellite (LEO preferred) o RF communications o Cellular systems

• Providing self-contained power systems with redundancy

• Supporting 15–20 personnel in a mobile workspace

• Delivering secure, interoperable C4 capabilities

• Providing lifecycle sustainment and support

5. Requested Information

Interested vendors are requested to provide the following:

5.1 Company Information

• Company name, address, and point of contact

• Business size and socio-economic status

• Relevant certifications (e.g., ISO 9001)

5.2 Capability Statement

Provide a summary of your company’s ability to:

• Design and manufacture mobile command vehicles or similar platforms

• Integrate communications, power, and IT systems

• Deliver complex vehicle-based systems under IDIQ contracts

• Provide nationwide maintenance and sustainment support

Include examples of previous projects of similar size and complexity.

5.3 Technical Approach (Conceptual)

Provide a high-level description of your approach to:

• Tier 2 MCPV trailer design (layout, materials, expandability)

• Power generation and redundancy strategy

• Communications architecture

• Integration with a prime hauler vehicle

• Modularity and upgradeability

5.4 Performance-Based Acquisition Feedback

The Government intends to use a Statement of Objectives (SOO) with an offeror-proposed PWS approach.

Please provide feedback on:

• Feasibility of this approach

• Recommended performance metrics

• Risks or challenges with performance-based requirements

• Suggested improvements

5.5 Rough Order of Magnitude (ROM)

Provide a non-binding ROM estimate for:

• Single Tier 2 MCPV trailer unit (design + build)

• Estimated cost drivers (e.g., communications, power, materials)

• Cost differences between baseline vs. advanced configurations

5.6 Schedule

Provide estimated timelines for:

• Design phase

• Prototype delivery

• Production lead times

5.7 Industry Feedback

Provide input on:

• Key technical risks

• Supply chain considerations

• Warranty and sustainment best practices

6. Responses

Responses shall:

• Be limited to 15–20 pages (excluding cover page)

• Be submitted electronically in PDF format

• Clearly identify RFI Title in subject line

7. Submission Information

Submit responses to:

• Point of Contact: Contracting Officer, Melissa Golicz

• Email: mgolicz@fbi.gov
