About this file
This is a Request for Information (RFI) and Sources Sought notice issued by the Federal Bureau of Investigation (FBI) for market research purposes on June 22, 2026. The FBI is conducting market research to identify qualified vendors capable of designing, engineering, manufacturing, integrating, delivering, and supporting custom Tier II Mobile Command Post Vehicles (MCPVs). The Government anticipates establishing a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period for the acquisition of up to twenty (20) Tier II MCPVs. The requirement involves substantial customization, engineering, and systems integration beyond typical commercially available off-the-shelf products.
The MCPV shall consist of a custom-designed gooseneck trailer and, when ordered, an associated prime hauler vehicle integrated into a fully operational platform capable of supporting command, control, communications, and computer (C4) operations in support of FBI missions worldwide. Major capability areas include custom trailer engineering and fabrication, vehicle systems integration, prime hauler integration and upfitting, generator and electrical systems, RF infrastructure, audio/video systems, satellite communications infrastructure, network infrastructure, environmental systems, safety systems, interior workspace and conference areas, fleet tracking and situational awareness capabilities, and nationwide warranty and sustainment support. Respondents must submit responses addressing company information, corporate capabilities, technical approach, conceptual design information, prime hauler integration capability, relevant experience with up to five (5) prior projects from the last ten (10) years, nationwide service capability, small business participation (if applicable), and a non-binding Rough Order of Magnitude (ROM) estimate for the trailer, prime hauler vehicle, fully integrated MCPV system, and typical delivery lead time. Responses must not exceed forty (40) pages (excluding product literature, resumes, certifications, and conceptual drawings) and shall be submitted electronically in PDF format to Contracting Officer Melissa Golicz at mgolicz@fbi.gov no later than July 13, 2026 at 3:00 PM EDT. This RFI is for market research purposes only, and the Government does not intend to award a contract based on this notice. The Government will not reimburse respondents for any costs associated with preparation or submission of responses.
