About this file

This is a Performance Work Statement (PWS) for a Tier 2 Gooseneck Mobile Command Post Vehicle (MCPV) Trailer system issued by the Federal Bureau of Investigation (FBI) Finance and Facilities Division Procurement Section, dated 10 April 2026, for the Critical Incident Response Group/Tactical Response Unit (CIRG/TRU).

The contractor shall design, engineer, manufacture, integrate, test, deliver, and support Tier 2 MCPV trailer systems under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle. The MCPV system must provide secure, resilient command, control, communications, and computing (C4) capabilities supporting emergency response, investigations, and interagency operations. Key performance requirements include: support for 15-20 simultaneous workstations; gooseneck trailer configuration not exceeding 13 feet in height with a walkable roof; compatibility with a Class 4 prime hauler (F-450 High Output equivalent, 500hp/1000 ft-lb torque minimum); rapid deployment achieving full operational capability within 30 minutes; operational availability of at least 95%; and extended operations of 72+ hours without external infrastructure. The system must incorporate multi-band, multi-path communications (satellite with LEO capability, cellular, and RF systems); diesel generator power with 20% reserve capacity; redundant heating and cooling; environmental control suitable for North American climates; fire detection and suppression; intrusion detection; 360-degree surveillance capability; GPS tracking with web-based remote access; and a minimum 15-year service life. Deliverables include system design package, as-built documentation, test and acceptance reports, training materials, and warranty documentation. The contractor must maintain ISO 9001 certification and comply with applicable federal, state, and local vehicle safety regulations. Warranty requirements specify 5 years for electrical systems and materials/workmanship, and 10 years for structural components. Post-delivery support must include maintenance, repair services, and technical support. Acceptance criteria require successful functional testing, performance verification, minimum 50-mile road testing, and delivery of all documentation and training materials.
