About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking proposals to procure up to four fully modified C-130J aircraft to support its research and scientific programs. The requirement includes the production of two 'green' C-130J aircraft, an analysis of alternatives for a vertically scanning doppler radar, and design of aircraft modifications. The contract will also include optional line items for two additional 'green' aircraft, modifications for all four aircraft, additional radar design, spare parts, services, and training and engineering support. Proposals will be evaluated on technical approach, schedule, and past performance. Proposals are due by May 31, 2024, with a final deadline for questions of May 7, 2024.
This is a full and open competition, with a brand name restriction for the C-130J airframe. The five-year ordering period runs from approximately May 2024 through April 2029, and the contract will use a combination of firm-fixed-price and cost-plus-fixed-fee line items. NOAA has justified the brand name restriction based on market research and analyses showing the C-130J is the only aircraft meeting its size, payload, and weather penetration requirements to support its hurricane and environmental research missions.
