Amendment 0001 is hereby issued as follows:
1. The following questions and answers are provided:
Question #1 (RFP Pg.28,L.10): Contractor requests an extension to the Proposal Submission Date from 17 January 2024 to 31 May 2024. Due to open questions on requirements in the RFI, we were unable to finalize a technical solution and proceed to quoting ahead of release of the RFP. Even with the RFP release, we are working through questions to finalize our technical solution. Several factors drive the timeline including requirements to obtain supplier quotes, time needed to adequately build a compliant proposal with desired level of inputs requested by NOAA, and required effort for a proposal of this magnitude and nature.
Response: The Proposal Submission Date and time has been extended from 17 January 2024 until 26 April 2024 at 2:00 PM ET.
Question #2 (RFP Pg.27, L.8, M.8, Para b): Contractor requests contract type of Cost-Plus Incentive Fee for CLINs 0003, 0004, 0005, 1002, 2002, and 3002, and Cost-Plus Fixed Fee for CLIN 0002. Since most contract cost risk is related to contract requirements and the uncertainty surrounding contract performance, the primary consideration becomes both:
- Stability and clarity of the contract specifications or statement of work; and
- Uncertainties impacting performance due to the maturity of technology being developed, implemented or utilized;
Due to the developmental nature of these CLINs, they represent an extremely high amount of contract performance risk that will adversely and significantly affect the degree of price realism. Contractors will seek to cover all possible risks resulting in the Government paying a significant price premium to cover the contract performance risk. This use of FFP will drive significantly higher cost estimates. Incentive type contracts are proven tools that enable the Government to achieve better, more equitable acquisition outcomes in the areas that are important to NOAA’s mission needs while both balancing risk and providing an opportunity to earn profit and fee by reducing costs and managing those risks.
Within SOW Appendix A the lack of detailed technical requirement definitions significantly hinders development of a Firm Fixed Price estimate for CLIN . In several locations within Appendix A Requirements, it is stated that Government Furnished Information (GFI) or Interface Control Document (ICD) information will not be provided until after contract award.
Response: Based on industry feedback, the Government is reviewing and considering changes to the contract type for certain Contract Line Item Numbers.
Question #3 (RFP Pg.29, L.10, Vol II Tech App, Sub Para b) The current page limit is 30 pages max for the technical volume, not including the appendices. The Section L, M, and SOW requirements that must be addressed to be compliant may require a minimum of up to 100 pages due to the extensive nature of many of the responses. Contractor requests that the technical volume page limit increase to 100.
Response: The Technical Volume page limit has increased to 100 pages.
2. Except for the changes herein, all other terms, conditions, and provisions remain unchanged.
