About this file

This document is an amendment to a Request for Proposal (RFP) for the procurement of up to four (4) fully modified C-130J aircraft in support of NOAA's research and scientific programs. The amendment provides revisions to several attachments, including the Statement of Work, Pricing Schedule, and Past Performance Questionnaire. It also extends the deadline for submitting remaining questions, revises the period of performance, and provides responses to previous questions from offerors regarding delivery requirements, past performance questionnaire due dates, technical volume page counts, and details on expendables and avionics integration. The overall requirement includes the production of two (2) 'green' C-130J aircraft, an analysis of alternatives for a vertically scanning doppler radar, and design of aircraft modifications, with several optional contract line items for additional aircraft, modifications, and other services. The five-year ordering period is from approximately May 1, 2024 through April 30, 2029.

Amendment 0005 is hereby issued to:

1. Provide the following revised documents:

(1) RFP 1305M224RNMAN0230 – C130J Aircraft Production – Amendment 0005

(2) Attachment J.1 Statement of Work (SOW) – Amendment 0005

(3) Attachment J.1.1 Appendix A – Specification – Amendment 0005

(4) Attachment J.2 Pricing Schedule - Amendment 0005

(5) Attachment J.4 Past Performance Questionnaire - Amendment 0005

(6) Include Attachment J.6 Accounting System Questionnaire

2. Permit Offerors to submit any remaining questions as a result of Amendments 0005 no later than 2 PM ET on May 7, 2024. If Offerors feel that questions have been overlooked or not answered fully, please resubmit the question(s) by the aforementioned deadline via email to the following: Jennifer Peters at jennifer.peters@noaa.gov, Jana Kolb at jana.kolb@noaa.gov, and Austin Salmon at austin.salmon@noaa.gov. All communication with the Contracting Officer shall be provided in the form of a question in order to be addressed.

3. Revise the Five-year Period of Performance from July 1, 2024 through June 30, 2029 to “Date of Award - Five Years thereafter;” these exact dates will be solidified at contract award.

4. Provide responses to the following additional Questions submitted by Offerors following the issuance of Amendment 0003:

Question #1: Is the Government’s expectation that the delivery of each aircraft would be on a standard Certificate of Conformance? Is there other documentation/forms that you would prefer we use? We typically deliver on a DD Form 250 (a DoD form). Any insight into the title conveyance/delivery requirements that the Government has is requested.

Response #1: Delivery and acceptance of each aircraft shall be per the SOW Section 6. Delivery shall be documented on a DD Form 250, including an Aircraft Exceptions Report listing all non-conformal items with reasoning for deviation from the Specification. Contractor acceptance of the production aircraft shall be in accordance with SOW Section 6.4.1. Government acceptance of the final modified aircraft shall be in accordance with SOW Section 6.4.2.

Question #2 (J.4 Past Performance Questionnaire, page 35): For the Past Performance Questionnaire, we still have a due date of 1/17/2024. Can we get an updated due date?

Response #2: Attachment J.4 Past Performance Questionnaire due date has been revised to April 26, 2024 at 2PM, ET. See updated Attachment J.4 Past Performance Questionnaire_Amendment 0004 documentation.

Question #3 (RFP, page 29, Section L.10, Vol II Technical Volume): Please update the technical volume page count allocation in Section L of the RFP document to match NOAA's answer of 100 pages (from the original 30 page allocation) that was NOAA's response back in January to our original request for a page count increase from 30 to 100 total pages.

mailto:jennifer.peters@noaa.gov mailto:jana.kolb@noaa.gov mailto:austin.salmon@noaa.gov

Response #3: The RFP, Section L.10 Volume II - Technical Proposal page count has been revised to 100 pages to coincide with the response provided in Amendment 0001 requesting this change. See updated RFP 1305M224RNMAN0230 C-130J Aircraft Production_Amendment 0004 documentation.

Question #4 (SOW Appendix A, page 11, A.9.6.2.2): What is the estimated weight of the G550 Automated Dropsonde Dispenser both empty and fully loaded with Dropsondes? No information provided in RFP to help with determining proposed installation locations regarding the structural impacts.

Response #4: If a mini-sonde dispenser is used (similar to the NOAA G550), the weight estimate is 135 lbs (loaded with sondes). Of that, approximately 20 lbs is the weight of the sondes; therefore, the dispenser is approximately 115 lbs (empty). A single-shot launcher is most likely between 20-30 lbs.

Question #5 (SOW Appendix A, page 11, A.9.6.2.2 & A.9.6.2.3): Provide Mass Properties (weight/size/Center of Gravity) for Dropsondes and sampling of the Expendables that NOAA expects to employ. For the Expendables please provide minimum, maximum and average Mass Properties values so the Contractor can start to analyze Safe Separation requirements that may impact proposed installation locations.

Response #5: Sample of current expendables provided in the Table below.

Question #6 Would the Government be able to provide the following items noted in the requirements documents:

- Item #1: System Performance Specification for the USAF Basic C-130J Aircraft Model 382U-44S-92

- Item #2: Lockheed Martin Standards and Directives, and vendor/manufacturer recommendations (as referenced in SOW 6.2.3.7)

- Item #3: AN/APN-241 interface details to satisfy integration of the AN/APN-241 replacement weather radar

- Item #4: Interface information for electronic circuit breakers

- Item #5: Other avionics interface details to satisfy integration requirements

Response #6:

- Item #1: System Performance Specification for the USAF Basic C-130J Aircraft Model 382U- 44S-92 - The build specification for the 382U-44S-92 equivalent will be available Q1 CY 2025.

Vendors will need to coordinate system specifications with the OEM for the C-130J base aircraft model based on specifications for the assigned production slot.

- Item #2: Lockheed Martin Standards and Directives, and vendor/manufacturer recommendations (as referenced in SOW 6.2.3.7) - Vendors will be required to follow all manufacturer’s recommended storage and maintenance procedures to maintain any OEM provided warranties. The vendor will need to obtain these from the OEM of the baseline C- 130J aircraft.

- Item #3: AN/APN-241 interface details to satisfy integration of the AN/APN-241 replacement weather radar - AN/APN-241 data will need to be negotiated with the OEM. Other vendors, LM and Sierra Nevada Corp, advertise previous integration and certification of the desired RDR-4000 radar system.

- Item #4: Interface information for electronic circuit breakers - Vendors are required to outline conceptual circuit breaker requirements and interfaces through the design phase of the missionization portion of the contract. Requirements and specifications will be finalized prior to the critical design review.

- Item #5: Other avionics interface details to satisfy integration requirements - Vendors are required to outline conceptual avionics integration requirements for the appropriate system specifications for the modifications to integrate the mission requirements as outlined in the SOW and NOAA Specifications.
