Amendment 0003 is hereby issued to:
1. Provide the following revised documents:
(1) RFP 1305M224RNMAN0230 – C130J Aircraft Production – Amendment 0003
(2) Attachment J.1 Statement of Work (SOW) – Amendment 0003
(3) Attachment J.1.1 Appendix A – Specification – Amendment 0003
2. Permit Offerors to submit any remaining questions as a result of Amendments 0001 – 0003 no later than 2 PM ET on March 7, 2024. If Offerors feel that questions have been overlooked or not answered fully, please resubmit the question(s) by March 7, 2024 via email to the following: Jennifer Peters at jennifer.peters@noaa.gov, Jana Kolb at jana.kolb@noaa.gov, and Austin Salmon at austin.salmon@noaa.gov. All communication with the Contracting Officer shall be provided in the form of a question in order to be addressed.
3. Revise the responses provided in Amendment 0002 to Question #8 and Question #31, as follows:
Amendment 0002, Question #8 (SOW, App A - Specification Pg. 13, Ref A.9.6.8) Can additional information be provided for the viewports and apertures used on the NOAA G550 and the NASA C-130H?
Response #8: The specific design data of the referenced modifications to the NOAA G550 and NASA C-130 are proprietary and not government owned. Only the general size and location information may be provided. The NASA C-130 lower optical port is 16" inner diameter.
Amendment 0002, Question #31: (RFP, Factor 1 Technical Ability and Management Approach, Pg.30) The RFP is requiring certification as “a C-130J Authorized Service Center” and the requirement to execute the program, “[I]n accordance with…required certification compliance documentation as a certified repair station for the C-130J,” discriminates against offerors who have not been granted that information by the OEM (RFP (p30); Factor 1, Management Approach).
Response #31: See Amendment 0002 RFP, page 30. Authorized Service Center was not removed from the RFP, but left in addition to other methods for the contractor to demonstrate authority to perform the work. "The Offeror shall provide documentation that demonstrates its authority to perform the work by maintaining U.S. Air Force, U.S. Navy/Marines, or U.S. Coast Guard repair station approval covering the C-130J aircraft, or providing documentation that it is a C-130J Authorized Service Center, or providing documentation that it is an FAA authorized Maintenance Repair and Overhaul Facility for similar types of airframes."
4. Provide responses to the following Questions submitted by Offerors that were not previously answered.
Question #1 (SOW, App A - Specification Pg. 8, Ref A.9.4.3) Details such as envelope dimensions, weight, CG, mounting provisions, cooling requirements, electrical interfaces. etc., are needed for displays and other NOAA-specific equipment that are planned for installation at the Mission Operator Station on the Flight Deck. Depth restrictions must especially be accounted for in the layouts. Can the government provide more detailed specifications for this requirement so that we can provide an accurate quote?
Response #1: NOAA requires that the contractor use an existing Coast Guard (CG) design. See Mission Station photo below. Design data will be provided after contract award as GFI. The equipment will be similar to the CG loadout, but there will be some changes needed to accommodate NOAA configuration. The power and data connection drops are called out in A.9.8.1.2. Also see updated section A.9.4 in the SOW Appendix A Specification, Amendment 0003 update.

Question #2 (SOW, App A - Specification Pg. 17, Ref A.9.6.13.6.1.1) SFMR Pylon for WC installation on right outer wing has existing engineering design. GFI is required on this specification in order to accurately quote.
Response #2: See response #3
Question #3 (SOW, App A - Specification Pg. 17, Ref A.9.6.13.6.1.2) SFMR Pylon for WC installation is designed to interface with SFMR box in main pylon cavity with very limited “free” volume in aft cavity. Need more information to assess. Size/shape/weight of additional instruments? Wiring requirements? Would they be installed in addition to SFMR, in place of SFMR, or both?
Response #3: The size, shape and weight are addressed in the notional requirements. A.9.6.13.6.1.3 quote, “.... Desired additional internal space of 18” cube, desired payload capacity of 250 lb, and nadir viewing area of 18” square.” The design should be generic and non specific to an instrument. For design estimation, the 250 lb load should be placed at the center of the additional internal space, with no external mounted equipment considered. No additional wiring beyond that defined in A.9.6.13.1 and the response provided in Amendment 0002 to Question #15. Instruments would be installed in addition to the SFMR. The SFMR and additional space and weight shall be considered together for the new pylon design.
Question #4 (SOW, App A - Specification Pg. 18, Ref A.9.6.15) Can the mechanical and electrical ICD's be provided for the HSWRR system?
Response #4: Not at this time. Also see Amendment 0003, A.9.6.15. The Interface Control Documents, or similar data, will be provided after contract award.
Clarifications:
Clarification #1: It has been recommended that the requirement be split into two separate contracts for the following: (1) Sole Source acquisition of up to four C-130J green aircraft with the OEM, LM, and (2) competitive acquisition for Services and Modifications of up to four C-130J base aircraft.
Clarification Response #1: Contracting agencies have broad discretion to determine their needs and the best way to meet them. As stated in the RFP Attachment J.5 JOFOC - Brand Name Justification, this requirement includes a brand name distinction for the production of up to four of LM’s C-130J green base aircraft, while seeking competition for the remaining services needed. The Government conducted extensive market research, industry engagement, and analysis of alternatives, and carefully considered the possibility of breaking out the two major components of the acquisition into separate acquisitions;
however, it was determined that keeping with the current strategy is the best way to meet the Government’s needs. The aircraft will not be provided as GFE. The RFP strategy was reviewed and approved by the Department of Commerce and will not be changed.
Clarification #2: A.9.6.2.2 Approximate port size is 6” x 7”; was 4” x 6”
Clarification Response #2: NOAA desires a 6” x 7” approximate sized port for the dropsonde launcher.
Clarification #3:NOAA-provided Dropsonde Dispenser Configuration –request additional detailed information for the automated Dropsonde Dispenser Exit Location in order to determine the best proposed installation location/equipment layouts on the C-130J. Requirement A.9.6.2.2 references the NOAA G550 installation with no detail and gives approximate dimensions of the automated dispenser, but no reference of where the Aperture Port should be located relative to the rectangular space (Bottom?, Side? Middle? Right? Center? Left?, etc.). We understand that the G550 is still in modification and has not been delivered to NOAA as of yet. Additionally, the NOAA C-130J RFP indicates that Interface GFI will not be provided until after Contract Award.
“A.9.6.2.2 Required; One aperture port for the dropsonde launcher in the lower portion of the cargo compartment, similar in size and capability as the NOAA G550 drop station aperture port (approximately 4” x 6”). This port size allows NOAA to design and integrate varying custom exit tubes for launchers. Port to be delivered with metal blank-off insert. There must be adequate space in the area surrounding of this port to allow for post-delivery installation of an automated dropsonde dispenser. The port location and subsequent launcher installation should minimally impinge on normal cargo area. Interface GFI will be provided at contract award. The approximate rectangular space needed for the dropsonde launcher/dispenser is; 45” vertical by 16” horizontal (fore/aft) by 26” horizontal (inboard/outboard). This launcher will be automated and will not require an operator to man the station but shall be accessible inflight.”
Clarification Response #3: The dropsonde launcher that NOAA will design and install post delivery in this port will be modified by NOAA to conform to the C-130 installation space. The space available for the launcher shall be above the port, and to the side if necessary. The dropsondes in the launcher are gravity fed, and require some change in vertical height to properly load. The below CAD screenshots show the preliminary design of the NOAA G550 launcher. The port used for this installation is similar to the NCAR GV ports shown in their Investigator Handbook Chapter 5. (https://www.eol.ucar.edu/content/nsfncar-hiaper-investigator-handbook).
https://www.eol.ucar.edu/content/nsfncar-hiaper-investigator-handbook https://www.eol.ucar.edu/content/nsfncar-hiaper-investigator-handbook
Clarification #4: Also, is the automated G550 dispenser identical to the one installed on the National Center for Atmospheric Research (NCAR) Gulfstream G-V aircraft, pictured here.
Clarification Response #4: No, but similar. The NOAA G550 launcher is modified to fit in the space available. See Response #3 to Clarification #3, which provides more information about the dropsonde launcher.
Clarification #5: Expendable Launch Pressurized Inert Gas System - Requirement A.9.6.2.3 for the A-Sized Expendable Ports contains a requirement to provide a Pressurized Inert Gas System to be used for A-Sized Expendable launches. In order to propose a design of such a system we require more detailed information regarding the total number of launches and frequency of launches (time between each launch) anticipated for each complete mission in order to size such a system to ensure it meets mission requirements. Information is required to sized inert gas reservoir/tanks and/or inert gas generation rates/pressures that need to be maintained.
“A.9.6.2.3 Required; Expendable ports (Oversized A-sized) for Bathythermograph (BT) buoys or similar, in the lower section of the cargo compartment, similar size and capability as the free-fall chute located on the NOAA WP-3D aircraft. The NOAA chute is oversized to 8” inner diameter with a 5.5” reduction sleeve to free-fall the 4.875” diameter by 36” long A-sized BT. Five required, ten desired. One expendable port must have the ability to free-fall release an A-size expendable during unpressurized flight, and all expendable ports must allow pressurized release during normal flight using inert gas pressure charges. Required is the ability to reload the pressurized launch tubes inflight. Design, install and certify the pressurized inert gas system to charge the system for launches. Notionally may be similar to the NASA C-130H cargo door launch tubes or other currently installed configurations.”
Clarification Response #5: See updated specification Amendment 0003, A.9.6.2.3. Aircraft must be capable of launching 15 A-sized BTs required, 30 BTs desired, in a single flight, with launches at least once per minute. Because of turbulence in the storm environment, the aircraft must be capable of at least 5 launches from a pressurized state before reloading. For future capability, at least one launcher needs to be capable of launching an expendable up to 7” diameter (X 45” long).
Clarification #6: Requirement A.9.6.15 Horizontally Scanning Weather Research Radar (HSWRR) Based on the detailed wording of this requirement should the Contractor assume that the Multi-Mode Radar (MMR) AN/APY-11 Radar Group B Line Replaceable Units (LRUs) will be NOAA-installed GFE after delivery of the modified aircraft? Or, is the Contractor being directed to procure and install these Group B items required for the MMR system?
● MMR Antenna
● Transmitters
● Receiver/Synthesizers
● Waveguide duplexers
● Antenna Control Unit
● Control Panels.
● Software
Requirement A.9.6.15 Horizontally Scanning Weather Research Radar (HSWRR) Contractor shall install a 360° horizontally-scanning and vertically-adjustable weather research radar. Use of the currently designed and certified lower fuselage USCG HC-130J Multi-Mode Radar (MMR) AN/APY-11 radar is required. The MMR configuration shall include the HWX and NAW modes, and CfRadial file generation software similar to the NOAA WP-3D functionality. USCG MMR GFI will be provided at contract award.
Requirement A.9.6.15.1 MMR antenna Contractor shall design and install a radome and antenna mounting structure meeting the following requirements:
● Antenna and radome similar to the USCG HC-130J MMR installation.
● Antenna and radome shall provide a clear field of view for a horizontally-scanning antenna and allow weather scanning of at least 3 degrees above horizontal at all ranges.
Requirement A.9.6.15.2 MMR Electronics Contractor shall design and install the MMR electronics rack in the cargo compartment to provide provisions for transmitters, receiver/synthesizers, waveguide duplexers and antenna control unit, similar to the USCG HC-130J installation.
Requirement A.9.6.15.3 MMR Infrastructure Contractor shall install waveguides, power and signal wiring for the MMR installation similar to USCG HC-130J installation. Dedicated wiring for the primary operator (if any) shall be run to the vicinity of the mission crew station on the flight deck. (indicates Contractor not responsible for Control Panel(s) installation.)
Clarification Response #6: See modified specification document (Attachment J.1.1 Appendix A - Specification) in Amendment 0003, A.9.6.15. As detailed in that section, the Government will provide selected components of the Horizontally Scanning Weather Research Radar (HSWRR - previously referred to as the MMR). The Contractor will be responsible for providing all other components and infrastructure, along with making the HSWRR system functional prior to aircraft delivery.
Clarification #7: Thermal Loads from NOAA-installed equipment. Request NOAA provide an estimate of the thermal loading for NOAA equipment installed after missionized aircraft delivery. Information to include maximum loading and any known specialized cooling requirements such as forced air cooling. Data required to determine impact of fully missionized aircraft thermal loads on the baseline C-130J Environmental Control System (ECS) capacities.
Clarification Response #7: See Amendment 0002, Response #20. Contractor to assume supplemental cooling systems are not required. Notional forced air cooling additional ducting is described in Response #20.
