About this opportunity

The U.S. Army Contracting Command-Redstone Arsenal is seeking a contractor to provide Contractor Logistics Service (CLS) and Contract Field Service Representative (CFSR) support for the Lebanese Air Force's armed MD-530F helicopter fleet. The procurement requires comprehensive sustainment services including maintenance, technical support, and logistics management for six MD-530F aircraft located at Hamat Air Base in Lebanon. The contractor must provide a five-person technical team consisting of two airframe and powerplant technicians, an aviation electronics/avionics technician, a mission equipment/weapons systems technician, and a Contract Field Service Representative. The evaluation will be conducted in two phases, focusing first on technical acceptability and then on price, with the lowest-priced technically acceptable proposal receiving the award. All proposals must be submitted by August 1, 2025, at 1700 CST, with a projected award date of September 1, 2025.

This solicitation is designated as a 100% small business set-aside under NAICS code 488190 with an anticipated contract structure combining Firm Fixed Price (FFP) and Cost Reimbursement (CR) elements. The contract will span five years with a two-year base period and three one-year option periods, providing ongoing support for the Lebanese Air Force's six armed MD-530F helicopters. Performance will occur primarily at Hamat Air Base in Lebanon, with the contractor responsible for maintaining aircraft airworthiness, providing technical expertise, and mentoring Lebanese Air Force maintenance personnel. The solicitation has undergone multiple amendments, with Amendment 003(B) being the latest update that includes consolidated questions and answers, and Amendment 002 noted as the final amendment for information requests or clarifications. All interested offerors must be registered in the System for Award Management (SAM) and demonstrate relevant experience in rotary-wing aircraft logistics support and international military equipment maintenance.
