L-2. PROPOSAL INSTRUCTIONS

The proposal process requires careful attention to detail and adherence to the instructions outlined in this section. The Request for

Proposal (RFP) provides general guidance for preparing proposals, as well as specific instructions on the format and content of the required proposal volumes. Each proposal must include all data and information requested in the RFP. Offerors must comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal at the time of proposal submission may result in the proposal being unacceptable to the Government and eliminated from consideration for award.

L.1.1. Notice to Offeror(s)

The RFP provides general guidance for preparing proposals, as well as specific instructions on the format and content of the required proposal volumes. To ensure a successful proposal, offerors must carefully review the RFP and ensure that their proposal meets all the requirements. The proposal should demonstrate a thorough understanding of the services required and display a logical development of the offeror's plans to implement all General Provision requirements. Offerors are responsible for ensuring that their proposal is complete and compliant with all instructions.

L.1.2. The Government reserves the right to cancel this solicitation at any time prior to contract award. This cancellation may occur due to various reasons, including but not limited to, a lack of funding or a change in Government requirements. In the event this solicitation is cancelled, the Government will not be responsible for reimbursing offerors for any costs incurred. Offerors should be aware of this risk and plan accordingly.

L.1.3. This acquisition is a competitive procurement under FAR Part 19.502-2, which is a total small business set-aside. This means that only small businesses are eligible to participate in this procurement. The relevant North American Industry Classification System

(NAICS) code for this acquisition is 488190, which corresponds to Aircraft Servicing & Maintenance. The Product Service Code (PSC) is

J015, which corresponds to Maintenance, Repair and Rebuilding of Equipment: Aircraft and Airframe Structural Components.

L.1.4. Phase I will determine if the offeror's proposal is compliant. The Government plans to award a single contract to the responsible offeror whose proposal offers the best value after evaluation. The evaluation will be based on the factors outlined in the solicitation, in accordance with FAR 52.215-1(f)(1). The selected offeror will be the one that meets the requirements of FAR Part 9 and submits a proposal that represents the best value to the Government. Best value is expected to result from the selection of a technically acceptable proposal with the lowest evaluated price.

L.1.5. To confirm their awareness of any amendments to the solicitation, offerors must sign and date Block 11 of the Standard Form 30.

This is a critical step to ensure that offerors are aware of all amendments and changes to the solicitation and can submit a compliant proposal. Failure to submit signed copies of the RFP and all amendments will result in preclusion from further consideration for award.

16 22

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

L.1.6. As set forth in FAR 52.215-1(f)(4) the Government intends to evaluate proposals and award a contract without conducting discussions with offerors, except for clarifications as described in FAR 15.306(a). As a result, offerors should submit their best terms in their initial proposal. However, the Government reserves the right to conduct discussions if the Contracting Officer determines that they are necessary. If discussions are held, the Contracting Officer will make a competitive range determination and may limit the number of proposals in the competitive range to ensure an efficient competition among the most highly rated proposals.

L.1.7. It is essential that offerors complete all necessary fill-ins and certifications in the solicitation provisions and clauses.

Failure to do so may result in the proposal being deemed non-responsive and/or non-responsible. Offerors should carefully review the solicitation and ensure that they have completed all required items.

L.1.8. Proposals should be clear, concise, and well-organized, providing sufficient detail to allow the Government to evaluate and substantiate the proposal statements. Please note that there is no guarantee of an award.

L.2. Submission of Questions

L.2.1 The Government invites offerors to submit questions regarding this solicitation. To ensure that all questions are addressed in a timely manner, please note the following guidelines. Questions must be submitted via email to the designated points of contact (POCs) by

1700 EST on 16 June 2025. The POCs are Ms. Kanetra Garrett and Mr. Dennis Alber, and their email addresses are kanetra.s.garrett.civ@army.mil and dennis.g.alber.civ@army.mil, respectively.

Please include the following subject line in your email: "Questions: Lebanon CFSR Support Solicitation W58RGZ25R0002". It is the offeror's responsibility to confirm receipt of their questions.

L.2.2 The Government will respond to questions and post them on beta.SAM.gov as an amendment to this solicitation. To facilitate the question submission process, offerors must use EXHIBIT A - Questions Template.

L.3. Proposal Submission and Format

L.3.1 The following guidelines apply to the submission and format of proposals. Each volume must include a Table of Contents that lists section titles, subsection titles, and paragraph titles, along with corresponding page numbers. A cross-reference matrix is also required for each volume, which must include the proposal volume section, subsection, and paragraph, cross-referenced with the relevant

PWS paragraphs, RFP instructions, evaluation criteria, and CDRLs. Additionally, a glossary of acronyms must be provided, and all acronyms must be defined at first use.

L.3.2. Proposals are due electronically by 1700 CST, or 5 pm, on 1 August 2025. Hand-carried proposals are not permitted at this facility. Early submissions are encouraged, and the Government will begin validating proposals as they are received. Proposals must be submitted to Ms. Kanetra Garrett at kanetra.s.garrett.civ@army.mil and Mr. Dennis Alber at dennis.g.alber.civ@army.mil.

L.3.2.1 Since proposals can be submitted electronically, packaging instructions are not required. The Government will review and validate all electronically submitted proposals to ensure they meet the requirements outlined in the solicitation.

L.4 Proposal Format

Roman, and the font size should be no less than 10 points. Pages should be numbered consecutively within each volume. It is essential to note that the page limits prescribed are maximum page limits, and pages submitted in excess of these limits will not be read or considered in the Government's evaluation of the proposal. L.4.2. All pages should be formatted as 8.5 x 11 letter size with one-inch margins all around. However, 11 x 17 pages are allowed for charts, tables, and graphs only. Any proposal text included on these pages, other than the information specific to the graphics, will not be considered in the evaluation. One 11 x 17 page will be counted as two pages. All material should be contained within the page limits identified for each section, and all appendices, charts, graphs, diagrams, tables, photographs, drawings, etc. are included in the page count. On the other hand, title pages, tables of content, glossaries of abbreviations, acronyms, or definitions are not included in the page count. Evaluators will only evaluate up to the maximum number of pages specified in L.3.3.3.

The information contained in headers and footers should be limited to the company name, solicitation number, proposal section (i.e.

Factor 2 Past Performance), disclosure markings (FAR 52.215-1(e)), dates, or page numbers. The text size in headers and footers should be no smaller than 9-point font, using either Microsoft Word, Times New Roman, or Arial Narrow. This will ensure that the proposal is
