After the table of contents? As an appendix or exhibit? | Offerors shall provide as an appendix with their submission after the table of contents |
| 2 | Absence of USG Labor Category Criteria in Solicitation and PWS | There is an absence of labor category criteria in the Solicitation and PWS document. Does the USG have any labor category requirements for personnel? | Labor qualifications and required experience are contained within PWS paragraphs 5.2.10, 5.2.11, and 5.2.12 |
| 3 | PWS 4.1.4. All Contractor personnel are required to read, write, speak, and understand the English language | Does this in any way indicate a requirement for only U.S. Citizens for CLS postions? or are there options for non- U.S. Personnel (TCNs)? | The Offeror needs to ensure that any contractors hired meet requirements in paragraph 4.1.4 along with requirements for the position. The USG is not dictating the hiring of US Citizens. TCN and LN's will not be eligible to receive USG Common Access Card (CAC) to enable access to USG IT systems. |

See Attachment XX for Living Quarters Allowances, as all positions will be authorized Group 3 without families (GS-10/13). The cost of utilities will not exceed 10% of the annual published LQA Cost for Lebanon without families. | Is Attachment XX the same as ATT 004 Department of State Post Classification and Payment Tables? |
The Living Quarters Allowance posted on the DOS Website for Lebanon includes the following footnote, "The LQA rates are established for the benefit of only a few or no current employees and therefore do not necessarily represent overall local quarters costs...." Can accurate and current housing costs be obtained?
The Department of State Standandardized Regulations (DSSR) 131.3 states that "The LQA rates are designed to cover substantially all of the average employee's costs for rent, heat, light, fuel, gas, electricity, water, taxes levied by the local government and required by law or custom to be paid by the lessee, insurance required by local law to be paid by the lessee, and agent's fee required by law or custom to be paid by lessee."

On 12 and 13 June 2025, the US Embassy Beirut issued additional Security Alerts stating that "Due to high tensions in the region, the security environment remains complex and can change quickly. We remind U.S. citizens in Israel and the broader Middle East region of the continued need for caution and encourage them to monitor the news for breaking developments. Potential for Hostilities: U.S. citizens should know the location of the nearest shelter in the event of hostilities."
Will funding be authorized for additional housing costs in a secured setting (fencing, stand-off, perimiter surveillance, etc.) and security guards to protect US Personnel while deployed to Lebanon. This incudes transportation to and from the work place from lodging, to and from lodging to Beiruit and security at lodging?
