About this opportunity

This solicitation seeks offers for runway depression repair work at Keesler Air Force Base in Mississippi. The Department of the Air Force Air Education and Training Command requires repair of a runway depression through replacement of pavement, subgrade, and internal joints of an existing concrete box culvert. Evaluation will be based on the factors outlined in Sections L and M of the solicitation. An organized site visit for interested offerors was held on August 9, 2022. Proposals are due as specified in Section L.

This requirement has been set aside exclusively for historically underutilized business zone small businesses. The projected award value is between $1,000,000 to $5,000,000. Work will involve excavating approximately 10 inches of pavement and 12 inches of base material from the depressed section, which is located between runways and taxiways at Keesler Air Force Base, MS 39534. No award will be made until funding is available, though the government reserves the right to cancel the solicitation before or after the closing date.

The Magnitude of the proposed construction is between $1,000,000 and $5,000,000.00.

This acquisition is being issued as a 100%  Historically Underutilized Business Zone (HUBZone) Small Business set-aside.

Enter price in Section B. All amendments to this solicitation (if any) must be acknowledged.

An organized site visit has been set for 09 August 2022 at 10:00 a.m. CST. In order to gain access to the base to attend the site visit you must have a valid drivers license/identification card, valid registration for any vehicle you will be operating, and proof of insurance. Contractors are no longer able to enter the base via the south side entrance of the Contracting Office for site visits. Specific instructions are identified in 52.236-27 Site Visit (Construction).

Keesler AFB Health Protection Conditions (HPCON) change based on available data.  Personnel should anticipate mask wear covering the mouth and nose at all times while on Keesler AFB.  All individuals are to maintain a minimum of six (6) feet distance from other individuals to the maximum extent practicable at all times.

NOTICE TO OFFERORS: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 

Your attention is directed to Section L for Proposal Preparation and Section M for Evaluation Factors for Award.
