A- Confined Space Entry
1- Contractors shall comply with all the applicable federal and state fire regulations.
2- Contractors shall comply with all the applicable federal and state safety and health regulations.
3- Contractor will be briefed at “pre-con meeting” on the local Keesler AFB requirements
(Copy attached) 4- Contractor is required to supply “the establishment and use of a written confined space entry program and procedures" when working independently in a permit space. The program must be in compliance with 29 CFR 1910.146”.
5- Keesler Fire Department can be used as a confined space rescue team since it’s on the installation, but they would need to be notified in advance if someone needed to enter a “Permit Required Confined Space”.
6- The Contractor are required to obtain “hot work” permits from the Base Fire Department, if anyone needs to weld anything.
7- If the contractor is entering any of the existing “Permit required confined spaces”, contractors are required to be briefed on any know hazards as applicable, before entering the sites.
8- If the contractor is creating any new confined spaces, Base Safety and the Fire Department must be informed and they need to be added to the “master installation listing”.
9- The above procedures also apply to the “EXCAVATIONS” and “FALL PROTECTION”.
B- Stormwater Requirements
The contractor shall submit a detailed Stormwater Runoff Plan report to identify:
1-How are they going to protect the downstream side of the construction area?
2-How are they planning to prevent any material from the construction area to escape to the outfalls in Back Bay?
3-The BMPs proposed for the project shall clearly identified and submitted to CO/PM for approval.
4-Contractor must contact MDEQ to identify if a Stormwater Construction Permit is required.
5-Contractor is responsible to obtain the required Stormwater Construction Permit (if any).
6-Erosion Control Measures must be in place prior to any disturbance using best management practices(BMP'S).
7-Erosion Control Devices shall be used for the staging area and any material stockpiles
NECESSARY TO CONTROL EROSION AND STORMWATER RUNOFF.
8-10. STOCKPILED MATERIAL SHALL BE CONSTRAINED IN A MANNER TO
STOCKPILED MATERIAL SHALL BE CONSTRAINED IN A MANNER TO
PREVENT ITS MOVEMENT BY WIND FORCES.
9-11. LIMITS OF CONSTRUCTION IS DEFINED AS THOSE AREAS LIMITS OF
CONSTRUCTION IS DEFINED AS THOSE AREAS AFFECTED BY THE
CONTRACTOR'S OPERATIONS INVOLVING EXCAVATION, EMBANKMENT
AND FINAL GRADING REQUIRED TO COMPLETE THE WORK IN ACCORDANCE
WITH THE ELEVATIONS, GRADES AND SECTIONS SHOWN IN THESE
DRAWINGS.
10-12. CONTRACTOR SHALL UTILIZE EROSION CONTROL DEVICES AND
CONTRACTOR SHALL UTILIZE EROSION CONTROL DEVICES AND
PROCEDURES AS SET FORTH IN MDOT STANDARD DETAILS, 2018 EDITION.
