About this file
This document contains questions and answers related to a federal solicitation for runway depression repair work at Keesler Air Force Base. The solicitation involves repairing a 6x6 box culvert and replacing approximately 45 feet of runway pavement around the depression at a cost between $1 million to $5 million. The acquisition is set aside entirely for historically underutilized business zone small businesses. An organized site visit was held on August 9th, 2022 and the contractor must provide barricades, closure markings and lighting during runway closures, for which the government will provide airfield escorts. The document provides specifications for crushed limestone base, asphalt pavement, pavement markings, and answers various questions on grooving, drainage, utilities and safety requirements for the work.

Runway Depression Questions
1. Will the contractor be required to install barricades, closure cross tarps, or lighted runway X’s during any runway closure periods? Yes, with coordination with Airfield Manager’s
Office. The contractor needs to provide and install barricades and lighted runway X’s.
2. Will airfield escorts be provided by the government for the duration of the construction operations? If so, how many escorts will be provided? The escort(s) will be provided by the Government. The escort(s) will be assigned by the Airfield Manger’s office.
3. In section I‐Contract Clauses, clause 52‐236.4, Physical Data Apr 1984, item b, the expected weather days are listed for this contract, with approximately 22 weather days expected during the base bid period of performance, and approximately 12 additional days expected during the option 1 period of performance. The box culvert joint seal work cannot be performed during and immediately after the rain due to safety concerns with engulfment, and the excavation/backfill/ paving work is also weather sensitive. Will days lost due to weather on critical path items be added to the contract period of performance, or should we anticipate losing up to this number of days from each line item’s period of performance?
‐ The Government will negotiate a time extension based on actual days lost.
4. During the site visit, the Air Force Project Manager mentioned that a camera inspection was performed on the stormwater piping system. Will the government provide a copy of this inspection and any pictures/ videos that were taken prior to the proposal due date? Yes. For access to this video, please contact Raquele Darden at raquele.darden@us.af.mil and 81CONS.LGCB.Construction@us.af.mil
5. Will the government provide as‐built drawings of the storm drainage systems upstream and downstream of the 6 x 6 box culvert prior to the proposal due date? There are no as built drawings available for this drainage.
6. Are any geotechnical investigation reports available for this project, or previous projects in this area? There are no geotechnical investigation reports for this project.
7. Please provide a specification on the size 610 crushed limestone base. The specification attached
8. Please provide a specification for the material requirements, installation requirements, and smoothness requirements for the asphalt pavement. The specification attached
9. Normally a 30‐day cure period is required prior to new markings being installed. Will temporary markings be required on the asphalt pavement during this 30‐day period? Please provide a specification for the striping and reflective media required for replacement of the runway edge lines and centerlines. Yes, Temporary Marking is required. Please see the “UNIFIED FACILITIES GUIDE SPECIFICATIONS” UFGS‐32 17 23 (August 2016) ‐ References are in agreement with UMRL dated April 2021 SECTION TABLE OF CONTENTS DIVISION 32 ‐ EXTERIOR
IMPROVEMENTS SECTION 32 17 23 PAVEMENT MARKINGS.
10. During the site visit, we noticed that there are 2 runway edge lights within the area of pavement replacement, and each light has a square junction box located behind it. Can you please provide as‐built information on this junction box and base cans so that we know how to replace it after the new pavement is installed? The as built for the lights are attached. The light Base for the edge lights should be similar to the “ https://adbsafegate.com/products/airfield/?prod=l‐867‐l‐868‐light‐bases” .
11. Once the 2 runway edge lights are removed, will jumpers be required to maintain continuity during the runway closure period? See the reply #10 above.
12. During the site visit, we noticed that the runway pavement is grooved. Will we be required to groove the new asphalt pavement after it is sufficiently cured? If grooving is required, please provide grooving specification and requirements for disposal of the slurry.
Please see the “UNIFIED FACILITIES GUIDE SPECIFICATIONS SECTION 32 01 18.71”.
13. Will CAD As‐built drawings be required as part of this contract? No, it was not part of the Scope.

Can the government provide pictures and as‐ built drawings for this structure? If it is grated inlet similar to the one on the southeast side of the runway, it is not big enough for personnel and material access for the box culvert repair, and the top of the structure will need to be removed for access. There are no pictures or as‐ built drawings for this entry points. The entry point is grated inlet similar to the one on the southeast side of the runway.
16. Per OSHA permit required confined space entry requirements, we will have to block off the existing piping and perform a bypass pumping operation to prevent employees from being engulfed during periods of rain. Can this bypass water be pumped into a separate stormwater piping system?
Yes.
17. The contract documents do not provide information on a material/ equipment laydown and storage area, or commercial vehicle access and haul routes. Will the government please provide this information prior to the proposal due date? This information will be provided to the awardee.

This will require the pavement to be removed to a minimum width 53 feet wide, as well as additional area to be dewatered, excavated, and replaced. What slope should be considered in our proposal? Follow OSHA’s requirements for excavations in type C Soil.
22. The SOW page 3 of 15 requires the box culvert to be wrapped with an approved Mississippi DOT Drainage Geotextile Wrap. Will this be applied to the top and both sides of the box culvert and not the bottom? Correct, the Geotextile Wrap will be installed on the top and both sides of the box culvert and it will not be installed on the bottom.
