About this opportunity

The Department of the Air Force Global Strike Command seeks repair and renovation of Dormitory 742 at Malmstrom Air Force Base in Montana, with proposals due May 19, 2026, at 2:00 p.m. MDT. This is a 100% small business set-aside under NAICS 236220 (Commercial and Institutional Building Construction).

Place of performance is Malmstrom AFB, Great Falls, Montana (7015 Goddard Drive). The project encompasses interior demolition; replacement of furnishings, architectural finishes, and interior reconfiguration including doorway widening; exterior window replacement and sidewalk repair or replacement; and structural, mechanical, electrical, plumbing, and fire protection modifications on a 27,000-square-foot dormitory originally built in 1954. The contractor must provide all labor, materials, and equipment and disassemble, store off-base, and reassemble furniture per an attached inventory list.

The scope includes asbestos and lead-based paint abatement (identified in two homogeneous areas per an inspection report), mold remediation, new acoustic ceiling tile and grid installation throughout, cabinet construction per ANSI/AWI standards, Cambria 3CM quartz countertops, Potter brand fire alarm systems, and waste diversion of at least 60 percent from landfills. All work must comply with Davis-Bacon Act prevailing wages (General Decision MT20260062) and FAR Clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors, per Executive Order 14398).

The contractor must begin within 10 calendar days and complete all work within 425 calendar days of receiving notice to proceed. Performance and payment bonds equal to 100% of contract price, plus bid guarantee of 20 percent of bid price or $3 million (whichever is less), are required. Liquidated damages are assessed at $481.86 per calendar day of delay. A mandatory site visit is scheduled for April 28, 2026, at 10:00 a.m. MDT.

Award will be made on a best-value basis using Firm-Fixed Price, with past performance weighted as significantly more important than price. Offerors must submit three to five recent and relevant past performance references for projects completed within five years valued above $5 million, emphasizing dormitory, hotel, or office facility renovation experience including partial demolition and coordination of multiple building systems. Progress payments will be made monthly at 80% of incurred costs. Amendments 1, 2, and 3 (issued May 11, 13, and 14) added attachments, extended the proposal due date from May 18 to May 19, updated specifications including Division 12 work scope in CLIN 0006, and incorporated updated Q&A and finish palette documentation.
