About this file
This is a Questions and Answers document for federal contract FA4626-26-R-0009, "Renovate and Repair Dorm 742," issued by Malmstrom Air Force Base. The document addresses 80 inquiries from potential contractors regarding architectural demolition plans, site conditions, construction scope, specifications, and project administration.
Key scope clarifications include: demolition and replacement of all three stairwell handrails and guardrails per design; removal of ground cover and landscaping with seeding of disturbed areas; contractor responsibility for disassembling, storing off-base, and re-assembling furniture and appliances per an attached inventory list; installation of new ACT (acoustic ceiling tile) and grid throughout the project; removal and reinstallation of operational GeoVision cameras and Boingo Wireless Wi-Fi access points in original locations; and replacement of laundry dryer receptacles with NEMA 14-30R, 120/250V, 4-wire receptacles. Plumbing specifications clarified include tank-type water closets, single-handle kitchen faucets, water hammer arrestors at branch lines with shut-off valves, and cleaning of all existing sanitary sewer lines from below-slab mains through third-floor fixtures. Cabinet construction must comply with ANSI/AWI standards using face-frame cabinets with stained wood doors; particle board and melamine are not acceptable. Countertops, backsplashes, and window sills must be Cambria 3CM quartz. The fire alarm control unit must be Potter brand per Malmstrom Air Force Base standards. Project mobilization is estimated for August 2026, with no phasing required and the entire building unoccupied during construction. BIM modeling is not required; Microsoft Project is acceptable for scheduling. Additional clarifications address door schedules, site staging areas, personnel parking, irrigation system maintenance, fixture specifications, and contractor staffing requirements regarding separation of superintendent, QC manager, and SSHO roles.

Amendment
On the architectural demolition plans, Sheets AD-101, AD- 102, and AD103, under Keyed Notes, Item 6, states to Demolish Handrail and Guardrail in all three stairs on all three floors. At the visit this seemed to be a discrepancy.
The stairs on the end wings of the building appear to meet code and are in decent shape, but the central stair isn’t compliant and is in rougher shape. Please confirm all three railing locations are being replaced.
Demolish and replace handrails and guardrails in all 3 stairwells per design.
The Existing Site and Demolition Plan, Sheet C100, under Construction Notes, states to demo all ground cover and etc. We noticed a damaged drip system during the visit in this area. Do we replace and restore the existing irrigation drip system?
The irrigation system is operational and does not need to be replaced. The drip system around the building needs to be removed. Any damaged irrigation portions during sidewalk repairs or exterior construction needs to be repaired by the contractor.
On the Existing Site and Demolition Plan, Sheet C100. Is work required in the area between existing landscape curbs and concrete sidewalks, i.e., next to the red dashed line as identified on the plans. The existing conditions vary around the building from grass to open dirt. These areas will get heavy traffic during construction. Will new sod or seeds be required in these areas?
Yes, seed all areas that are disturbed by heavy traffic and maintain until grasses are established.
It was mentioned during the pre-bid meeting that the General Contractor is responsible for removing all existing furnishings in the Dorm. Please clarify the scope of this work as it is not on the documents. Is there a complete count of the items? The bedrooms were typical, but the public areas were not. Is the GC responsible for storage or will storage be provided? Is the GC responsible for placing the furniture back in the units?
Attached is an inventory list of furniture and appliances the Contractor shall disassemble, store and re-assemble at the completion of the project. The list also includes appliances and furnishings to be removed and disposed. Contractor shall provide secure storage location off base for the items noted on the inventory list.
5 Is there a dedicated staging area for the project for a temporary office and personnel parking?
See attached site plan for a possible staging/laydown area as well as a location to park a job trailer. Personnel parking is available in the large parking lot across the street in front of Dorm 742.
For the gypsum ceilings in the living units that are coming removed and replace, is there a detail of this location showing the required framing above those spaces or the existing framing?
Please see sheet A3/A-510 for the Gyp Ceiling Infill detail
7 There are steps in the gypsum ceilings, is there a detail for these locations?
Please see sheet A-510 for Gyp Ceiling Soffit and bulkhead details 1
In the bathrooms of the living units on the wall between the unit and corridor there is existing wall tile being removed and replaced. It does not appear that there is existing tile backerboard at these locations. Is new backer board required at these locations?
Yes, backerboard is required at these locations.
The janitor rooms on the finish plans (i.e. Room 127 Sheet I-101) call out a WWP-1. I do not see that on the finish schedule on sheet I-000. There is a FRP-1 on the finish schedule, is that what the WWP-1 was supposed to be?
Please replace all references of WWP-1 with FRP-1.
The door schedule and the hardware schedule is seriously messed up again, none of the quantities add up. Example, we are supposed to demo all the unit bathroom doors so they can be moved further into the bathrooms 46ea but only 8 hardware sets shown in the schedule for these doors.
We truly need a better set of floor plans-door schedule and hardware schedule denoting the doors per door numbers.
The door schedule assigns door numbers to each opening.
Do they plan on modifying the floor plans to reflect this?
By doing so it would make this much clearer for all parties involved.
Doors missing door tags in the set are updated in Bid Addendum 1. All other doors are labeled on enlarged plans, with suite doors being label per their suite types. Suite doors are than repeated for each occurrence of that suite to include doors, frames, and hardware sets. For example, Doors A11 & A21 are Suite A bathroom doors and occur at all Suite A locations. Suite Types and Locations are defined on sheets A-101, A-102, & A-103 for the respective floor level.
The door schedule assigns door numbers to each opening.
Do they plan on modifying the floor plans to reflect this?
By doing so it would make this much clearer for all parties involved. I would appreciate if you could approach this with the architectural team.

Renovate and Repair Dorm 742
Questions and Answers
There has been concern regarding Section 01 32 01.00 10 Project Schedule in the specs for Dorm 742. This section appears to be a UFGS specification with an Army/USACE preparing activity. Do we normally use this spec on Malmstrom projects? We understand that using this spec does not make it a USACE contract.
Delete this spec.
13 Information for Contractors - Spec Section 02 82 00, 3.2.3 Remove the word "Government" in this sentence and replace with "Contractor". 1
14 Information for Contractors - Spec Section 02 83 00, 3.1.1.3

In the plumbing schedule for fixture P-1 water closet calls for a floor mount tank type toilet but also list a manual flushometer. The drawing show tank type water closet but want to verify that’s what they want.
Correct. Tank type.
In the plumbing schedule fixture P-3 calls for an 8” centerline gooseneck faucet, single handle mixing, chrome plated, .5 aerator with dual handles. Do they want a single or two handle kitchen faucets for the kitchen sinks?
Single handle faucets for the kitchen sinks.
The P-4 showers say to refer to the architectural drawings for shower walls ,but I can’t find any details. Also, the div 22 00 00 specs only give details on the shower pan liner and not the actual shower pans. I am assuming we would be providing Swanstone shower pans and walls like that we provided at Dorm 1062.
Refer to I-000, I-101, & I-102 for Shower Wall Details. Per I-501 provide a pre-fabricated shower pan.
Does the current Irrigation system work at this facility? Or should we assume all new?
The irrigation system is operational and does not need to be replaced. The drip system around the building needs to be removed. Any damaged irrigation portions during sidewalk repairs or exterior construction needs to be repaired by the contractor.
New dryers are being acquired for the laundry rooms. The laundry room dryer circuits currently have 3-wire receptacles. Best practice would be to replace them with 4-wire receptacles to avoid bonding the frame of the appliance to the neutral wire. This change would require adding another wire to the conduit back to the panel.
Should the laundry dryer receptacles be changed from 3-wire to 4-wire?
Existing dryer receptacles shall be replaced with NEMA 14- 30R, 120/250V, 3 pole, 4 wire receptacles. Circuit shall be 3#10,#10G connected to existing circuit breakers.
There appears to be more existing cameras than shown in the telecom pages; in the stairwells, etc. Are all the existing cameras functional and to be reinstalled?
There are legacy non-operational cameras throughout the building which can be demolished. All cameras labeled GeoVision interior and exterior are operational. If these GeoVision cameras need to removed for renovations, they need to be re-installed in the same locations.
There are Wi-Fi access points installed in the rooms. Are they government property? Who is responsible to remove and reinstall them? Will the surface mounted raceway need to be replaced?
The Wi-Fi access points installed throughout the building belong to Boingo Wireless. Approximately 40 each. If these need to be removed for renovations, they need to be re-installed in the same locations including new similar surface mounted raceways.
Rm. 126. What is this equipment? Are any connected devices to remain?
This equipment is a part of the legacy mass notification system and speakers are connected to it throughout the building. This panel and connected devices will not serve a purpose once the new mass notification system is installed. 1
Spec section 28 31 76 1.7.2.7 Manufacturer for fire alarm/mass notification. Previous projects has been sole sourced for Potter fire alarm/mass notification system.
This specification does not reflect any specified manufacturer. Can you confirm that there is not a sole sourced manufacturer for fire alarm/mass notification systems on Malmstrom AFB?
The fire alarm control unit provided must be Potter brand as required by Malmstrom Air Force Base standards.
What are the areas of use for locating job trailers, dumpsters, etc.? Are specific areas blocked from out usage during construction. There does not seem to be a very “close” laydown areas for materials etc.
See attached site plan for a possible staging/laydown area as well as a location to park a job trailer. Personnel parking is available in the large parking lot across the street in front of Dorm 742.

If the super and QC are the same person, the SSHO must be someone else.
Note 26 on P001 indicates that we are to install water hammer arresters at each new bathroom group on hot and cold water piping. Note 2 on P601 also makes note of installing arresters on the plumbing systems. Water hammer arresters are not shown on any of the domestic water plan view or isometric drawings and would typically only be installed in locations where you have fast closing valves (i.e. flush valves, clothes washers, etc.…). Can you please clarify where the water hammer arresters will be required for this project?
Provide water hammer arrestors at each bathroom, laundry, janitor, etc. branch line where there are shut off valves in accordance with PDI WH 201.
Note 40 on P001 indicates that we are to “clean the sanitary sewer plumbing from inside the building to the first accessible cleanout outside the building.” I’m questioning how far the cleaning process needs to extend inside the building. Are we expected to cover the below slab horizontal mains under the first floor rooms, or does this cleaning extend to above slab waste piping extending up to 3rd floor fixtures?
Clean all existing lines under the building slab as well as all existing interior waste piping up to and including the 3rd floor fixtures.
Can we assume that the entire above slab waste and vent system will not need to be retested with minor modifications required on the rough-in for the dorm rooms and that the only testing will be on new waste and vent piping (i.e. first floor unisex restroom piping)?
Provide tests as indicated in 22 00 00.
The pipe sleeve Detail 5 on P-501 does not seem practical or possible for this remodel. A core drilled hole (existing or new) is typically acceptable without a sleeve, especially in a remodel situation. We will obviously need to install firestopping/backer rod as required to meet the required rating, but the sleeve does not seem feasible as detailed.
This detail is typical. Provide sleeves as required by 22 00 00, section 2.13.
I have been going through the plans for the dorm 742 and I understand that the product is very vague but I am unsure as to where the products are to be placed in each of the units. Could you please get a clarification on that or maybe explain to me if I am missing something.
Is the request to provide a plan with hatches to provide the location of floor finishes? On the finish sheets there is an Interior Graphic Legend which includes the Room Symbol.
The room tag identifies the FLOOR finish code (top) and BASE finish code (bottom). Refer to the Finish Schedule for item code information.
There is a detail and information on the finish schedule for FRP but there is no callout for it on the finish plan. Is there FRP for this project?
Please replace all references of WWP-1 with FRP-1 in the following rooms as indicated on finish plans:
Rooms JAN 127, JAN 227 & JAN 327
Who is responsible for removing and storing existing furniture? In spec section 02 82 00 part 3.2.3 it states "the furniture will be removed from the area of work by the government before asbestos work begins." In spec section 02 83 00 part 3.1.1.3 it states "the furniture will be removed from the area of work by the government before lead work begins." In spec section 01 00 00 part 1.1 the summary of work states "replacing furniture".
Attached is an inventory list of furniture and appliances the Contractor shall disassemble, store and re-assemble at the completion of the project. The list also includes appliances and furnishings to be removed and disposed. Contractor shall provide secure storage location off base for the items noted on the inventory list.
64 Entry 125 and lobby 225 do not have flooring demo callout. Is the flooring in these areas to be demolished?
Floor finishes in Entry 125 and Lobby 225 will be demolished and prepped to receive new flooring. 2
There is a discrepancy between the Architectural drawings & design specifications for both the cabinets & countertops. Can the attached cabinet/shelving specifications from dorm 1062 be used for this project ?
The finish schedule sheet I-000 for the countertops/sills is calling for Cambria 3CM (1-1/4")quartz, However spec section 66116 2.3.4 is calling for 1/2" solid polymer with a build up 1-1/4" front edge. Can the 1/2" polymer be used for this project?
Cambria 3CM is to be used on all countertops, backsplashes, and window sills. Solid Polymer panels are only acceptable at shower walls.
The existing stair rails at each end of the building are newer rails that are code compliant, the only stair rails that are not are the center set of rails. That being said there is a considerable cost savings leaving the two sets at the ends of the building and just sand and repaint them in place, they are in great shape.
Demolish and replace handrails and guardrails in all 3 stairwells per design.
Keynote 3 on C100 states “Remove all ground growing juniper branches and other landscaping between building exterior and perimeter sidewalk. Please clarify what “other landscaping” is that needs to be removed.
Remove all landscaping, to include shrubs, rocks, ground cover, and misc. planting, between the building perimeter to the perimeter side walk or landscape curb as indicated on the drawings. Existing trees are to remain and be protected during construction.
68 Please clarify what the existing ground cover is in the areas identified as being seeded.
The existing ground cover is a combination of juniper shrubs, rocks, ground cover, and misc. planting. 1
Please confirm that the existing irrigation is sufficient for areas identified as getting new seed under this contract.
Should the existing irrigation system not be sufficient, please provide irrigation design.
Permanent Irrigation for the areas getting new seed is not required. Please provide temporary irrigation as required per the RFP. 1
Enlarged Floor Plan A8/A401 calls out Elevation J5/A-402 in the bathroom, but Elevation J5 on A-402 is an elevation of the shower. Please confirm that the callout for J5/A-402 on Floor Plan A8/S401 should actually be G3/A-402.
Confirmed. Reference J5/A-402 on plan A8/S401 should be G3/A-402
Floor plan on A102 shows two refrigerators in Unit 213 and 219, and Floor plan on A103 shows two refrigerators in Unit 313 and 319. Please confirm these kitchens are only supposed to receive one refrigerator each, not two.
Confirmed that Units 213, 219, 313, and 319 are only meant to receive one refrigerator. The drawings will be corrected in an upcoming amendment. 1
Key Note 223 on A410 states “Recessed paper towel dispenser and trash can. Install in Same Location as existing.” Spec Section 10 28 13 describes Item A5082, a surface mount paper towel holder, but does not include information for a recessed paper towel dispenser and trash can. Please provide specs for a recessed paper towel dispenser and trash can.
Please provide a recessed paper towel holders and trash can as located on the drawings. Please provide a receessed paper towel dispenser and trash combo unit. The towel despenser shall be hands free operation. The unit shall be made of stainless steel with satin finish and all welded construction. The unit shall include a removable 12-gallon waste receptacle is that is 8″ (205mm) deep and extends 4- 1/8″ (105mm) from wall.
Elevations J5, G3, and G5/A410 appear to show that existing grab bars in Restroom 132 and existing toilet paper holder in Restrooms 130 and 132 remain. Enlarged Plan H6/I-101 shows new wall tile in both rooms. Please confirm that the existing grab bars and toilet paper dispensers are to be removed for tile installation and reinstalled in their existing locations.
The existing grab bars and toilet paper dispensers are to be demolished and replaced as part of this project.
Please confirm the locations where new Double Garment Hooks (Item A5145 from Spec 10 28 13) are to be installed.
Please place the double garment hooks adjacent to the shower entrance at 48" max above finish floor. Confirm final placement prior to installation.
A4/A-630 calls for “liquid flashing at rough openings. All Sides.” Please confirm existing exterior wall assembly and how the liquid flashing is intended to tie into the existing building WRB.
For additional information regarding the exterior envelope assembly, please refer to the Exterior Cladding section in the Building Envelope Report included in the Appendix. 1
The Janitors rooms 127, 127 and 327 on the Interior Sheets I101 etc. indicate a wall panel of WWP-1. We can’t find this material in any of the finish schedules or specifications?
Please replace all references of WWP-1 with FRP-1.
77 Water heater and mixing valve detail - this detail has no pipe sizing (at all) from P501. see attached plan sheet
Main CW header to GWHs is a 2". Main HW pipe header from both GWHs and from TMV should be 3", CW and HW branch to each GWH should be full size of manufacturer's inlet size (BOD is 1.5"), The main HWR should be 1". Gas piping size is indicated on P-121.
Dual manual (RS-2) shades are designated for the level 01 living spaces while Single manual (RS-1) shades are designated for levels 02/03 living spaces. Can you confirm this is the intent? Normally we would see the same shade type designated for all the living spaces.
We are having issues sourcing interior signage that matches what is in the plans and specs. The one item in particular is the removable end caps for the paper inserts.
Signs without the removable end caps are acceptable
