About this file
This is an Asbestos and Lead-Based Paint Inspection Report for Dormitory 742 at Malmstrom Air Force Base in Great Falls, Montana, conducted by Tetra Tech, Inc. between June 10-12, 2024. The inspection was performed in accordance with Montana Administrative Rules, National Emission Standards for Hazardous Air Pollutants (NESHAP), and the Asbestos Hazard Emergency Response Act (AHERA) by MDEQ-accredited asbestos inspectors Greg Brownell and Cole Menna. Bulk samples were analyzed using polarized light microscopy (PLM) per EPA Methods 40 CFR Part 763 Appendix E and EPA 600/R-93/116 by Crisp Analytical Laboratory in Carrollton, Texas.
The asbestos inspection identified two homogeneous areas (HAs) containing materials with asbestos concentrations greater than 1%: palm tree patterned carpet with black and tan mastics in Rooms 128, 134, 228, and 328 containing 0.50% chrysotile asbestos (HA 742-F6.1), and white sheet vinyl flooring with tan mastics and gray leveling compound in Rooms 140, 225, 240, 325, and 340 containing 0.25% chrysotile asbestos (HA 742-F7.2). Numerous other materials were tested and found to be non-detect for asbestos. The lead-based paint (LBP) inspection, conducted by EPA-accredited Lead Risk Assessor Greg Brownell using X-ray fluorescence (XRF) methodology, identified LBP in two locations: blue painted metal attic access ladder in Room 325 with a concentration of 10.1 mg/cm² and brown ceramic wall tile in Rooms 130 and 132 with a concentration of 5 mg/cm². The report recommends that any disturbance or removal of identified asbestos-containing materials follow OSHA asbestos-safe work practices per 29 CFR 1926.1101, and that removal of painted surfaces be conducted by contractors trained in OSHA Lead in Construction. The building does not meet EPA criteria requiring compliance with The Residential Lead-Based Paint Hazard Reduction Act as it is not continuously occupied by children.

SUBJECT: Asbestos and Lead-Based Paint Inspection Report Project No. NZAS 10-0007 Dorm 742 Malmstrom Airforce Base Malmstrom AFB, Great Falls, Montana Tetra Tech Project No. 117-743546-24001
Dear Mr. :
From June 10, 2024, through June 12, 2024, Tetra Tech, Inc. (Tetra Tech) conducted an asbestos and lead-based paint (LBP) inspection at the above referenced site. Based on correspondence with you before the commencement of the project, Tetra Tech was instructed to conduct an inspection for suspect asbestos-containing materials (ACM) and LBP for future renovation purposes. Details of our inspection are provided below.
ASBESTOS INSPECTION
The asbestos inspection was conducted in accordance with the Administrative Rules of Montana 17.74.354, using the currently recognized standard protocol developed under the National Emission Standards for Hazardous Air Pollutants (NESHAP) and the Asbestos Hazard Emergency Response Act (AHERA), as administered by the State of Montana Department of Environmental Quality (MDEQ)
Messrs. Greg Brownell and Cole Menna of Tetra Tech, MDEQ Accredited Asbestos Inspectors, collected samples of suspect ACM. Their MDEQ Inspector Accreditations are in Attachment A.
The bulk samples were shipped, along with completed chain-of-custody (COC) documentation, to Crisp Analytical of Carrollton, Texas for the analysis of asbestos fibers by polarized light microscopy (PLM) using U.S. Environmental Protection Agency (EPA) Methods described in 40 CFR Part 763 Appendix E Subpart E (Interim and EPA 600/R-93 / 116 (Improved). A copy of the laboratory analytical report and COC is contained in Attachment B.
A summary of the ACMs identified to contain greater than 1% asbestos is provided in Table 1. Approximate sample collection locations are in Figures 1 through 3 and approximate ACM locations are in Figures 4 through 6.

HA = Homogeneous Area Number, ND = Non-Detect, SVF = Sheet Vinyl Flooring, and 1 = HA further analyzed by PLM Point Count, Based on the asbestos concentration associated with the analysis of the material identified in Table 2, it is not regulated by the EPA or MDEQ. However, Occupational Safety and Health Administration (OSHA) training and worker protection regulations would apply for any disturbance activities associated with this material.
Accordingly, Tetra Tech recommends that individuals engaging in the disturbance or removal of this material utilize “asbestos-safe” work practices as specified within 29 CFR 1926.1101. As stipulated under 29 CFR 1926.1101, work practice requirements and prohibitions that must be observed regardless of the exposure levels and the percentage of asbestos in the installed construction materials include, but are not necessarily limited to:
29 CFR 1926.1101(g)(1)(ii), which requires: wet methods, or wetting agents, to control employee exposures during asbestos handling, mixing, removal, cutting, application, and cleanup, except where employers demonstrate that the use of wet methods is infeasible due to, for example, the creation of electrical hazards, equipment malfunction, and, in roofing, except as provided in paragraph (g)(8)(ii) of this section;
29 CFR 1926.1101(g)(1)(iii), which requires: prompt clean-up and disposal of wastes and debris contaminated with asbestos in leak-tight containers except in roofing operations, where the procedures specified in paragraph (g)(8)(ii)3 of this section apply;
29 CFR 1926.1101(g)(3)(i), which prohibits: high-speed abrasive disc saws that are not equipped with point-of-cut ventilator or enclosures with HEPA filtered exhaust air;
29 CFR 1926.1101(g)(3)(ii), which prohibits: compressed air used to remove asbestos, or materials containing asbestos, unless the compressed air is used in conjunction with an enclosed ventilation system designed to capture the dust cloud created by the compressed air; and
29 CFR 1926.1101(g)(3)(iv), which prohibits: employee rotation as a means of reducing employee exposure to asbestos.
After completing asbestos abatement, a visual inspection and asbestos air clearance should be conducted.
The following materials sampled from the site were suspected to contain asbestos but were found not to contain asbestos by laboratory analysis:

LEAD-BASED PAINT INSPECTION
Mr. Greg Brownell of Tetra Tech, an EPA Accredited Lead Risk Assessor, conducted the LBP inspection. His EPA Lead Risk Assessor Accreditation is presented in Attachment A.
Components tested during this LBP inspection included all accessible interior and exterior painted, stained, or varnished components. Tested painted components were cataloged based on location, specific component type, and substrate material.
EPA and the United States Department of Housing and Urban Development (HUD) define an LBP inspection as a surface-by-surface investigation to determine the presence of LBP. Tetra Tech generally followed the HUD LBP inspection guidelines (HUD, 1995, revised 1997 and 2000) for this inspection1. The EPA and HUD define LBP as any surface coating that contains 1.0 milligram per square centimeter (mg/cm²). The Occupational Safety and Health Administration (OSHA) defines lead in paint as any detectable concentration of lead.
Tetra Tech used field X-ray fluorescence (XRF) methodology to determine the presence or absence of LBP. XRF is identified as the recommended method to determine lead in paint. For this inspection, Tetra Tech personnel utilized the SciAps X-550, Spectrum Analyzer XRF, which automatically calculates measurable amounts of lead in paint by correcting for substrate conditions. The XRF Performance Characteristic Sheets for the XRFs used by Tetra Tech specify the ranges where XRF results are positive, negative, or inconclusive. The Performance Characteristic Sheet for this instrument is presented in Attachment C.
XRF data indicated that LBP is present as defined by the EPA. XRF data also indicated that lead is present in concentrations less than the EPA limit of 1.0 mg/cm² but greater than the XRF analyzer limit of detection of 0.01 mg/cm². A complete listing of the XRF readings collected during this inspection is provided in Attachment D.
A summary of the EPA defined LBP identified during this inspection is provided in Table 2. The approximate locations of the LBP components are presented in Figures 7 and 8.
Table 2. Summary of LBP
Component Description and Location Overall Condition Highest Lead
Concentration (mg/cm2)
Blue painted metal attic access ladder located in Room 325 Good 10.1
Brown ceramic wall tile located in Rooms 130 and 132 Good 5 mg/cm2 = milligrams per centimeter squared Reported concentrations are the highest recorded reading for individual component types Reported LBP components are based on EPA Standards
This building does not meet criteria established by the EPA that would require compliance with The Residential Lead-Based Paint Hazard Reduction Act (Title X), as the building is not continuously occupied by children.
OSHA Lead in Construction Standard states that “negative” readings (i.e., those below the HUD/EPA definition of what constitutes LBP [1.0 mg/cm2]) do not relieve contractors from performing exposure assessments (personal air monitoring) on their employees per the OSHA Lead Standard and should not be interpreted as lead-free. Although reading may indicate “negative”, airborne lead concentrations still may exceed the OSHA Action Level or the OSHA Permissible Exposure Limit (PEL) depending on the work activity.
1 As specified in Housing and Urban Development, Guidelines for the Control of Lead-Based Paint Hazards in Housing, June 1995, revised 1997 and 2000
Malmstrom Airforce Base Malmstrom AFB, Great Falls, Montana
5 October 10, 2024
OSHA has regulations pertaining to the disturbance of paint with any concentration of lead (29 CFR 1926.62).
OSHA requires that safe work practices be utilized to reduce exposure to harmful levels of lead, regardless of the work being performed. Safe work practices may include the use of PPE (respiratory protector, disposable coveralls, and eye protection), initial exposure assessment, and the use of wet methods. Tetra Tech recommends that the removal involving any painted surfaces be conducted by a contractor who has received a minimum of OSHA Lead in the Construction Training (commonly referred to as “OSHA Lead Awareness Training”).

Materials Characterization - Bulk Asbestos Analysis Laboratory Analysis Report - Polarized Light
Tetra Tech, Inc.
7100 Commercial Ave Suite 4 Billings, Montana 59101
742 Dorm Renovation Asbestos Inspectio
CAL24064852AS
Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763 Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".
In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification.
