About this opportunity
Portsmouth Naval Shipyard, under Naval Sea Systems Command, seeks quotes for rental of one propane-powered water heater with associated components, with responses due November 3, 2026 at 8:00 AM EST. The procurement is a Total Small Business set-aside under NAICS 532490, with a $40,000,000 size standard.
Place of performance is Naval Base Point Loma, San Diego, California. The system must produce a minimum 600,000 BTU/hr output and include nine specified components: water heater, drain valve, air vent valve, temperature gauges, pressure gauge, flow meter, isolation valves, reducing tee, and temperature/pressure relief valve. The contractor must supply a 200-gallon minimum propane tank with level indicator, comply with California emissions requirements, obtain necessary permits, and provide frame/skid mounted equipment with fork truck pockets and lifting pad eyes.
The contractor performs preventative maintenance, weekly inspections, repairs with a 12-hour response time and 48-hour replacement requirement, and training for shipyard personnel. Deliverables include certification data reports, technical manuals, personnel rosters, maintenance support plans, and weekly maintenance service reports. Attachment 2 requires a YES/NO SOW compliance checklist, with an explanation for every NO.
The period of performance runs March 1, 2027 through May 31, 2027, with two one-month optional extensions (June 1–30, 2027 and July 1–31, 2027). Pricing requires firm fixed prices per CLIN covering equipment rental, maintenance surveillance checks, preventative maintenance, weekly inspections, repairs, freight, and training.
Award goes to the lowest-price technically acceptable vendor, contingent on meeting technical requirements and schedule availability. Vendors must be registered in SAM.gov and submit technical acceptability documentation and relevant past performance within five years. Vendors must comply with FAR and DFARS clauses, NAVSEA terms, and base access security requirements, including proof of U.S. citizenship. Attachment 1 OPSEC requirements govern information protection. Submissions go by email to David Ham at David.m.ham7.civ@us.navy.mil, with phone contact at 207-994-4511.
