About this opportunity

The USDA's Animal and Plant Health Inspection Service is soliciting proposals for the comprehensive rehabilitation of an aircraft hangar at Moore Air Base in Edinburg, Texas. The project is structured in three distinct phases: Phase 1 involves exterior and structural repairs including roof work, window frame replacements, and metal siding; Phase 2 focuses on interior remodeling of front-of-hangar spaces such as break rooms, offices, and restrooms with HVAC updates and fire suppression systems; and Phase 3 encompasses interior surface repairs, installation of large ceiling fans, hangar door maintenance, and comprehensive fire suppression system implementation. The government will evaluate proposals based on technical capability (including relevant experience and technical approach), price realism, and past performance using a best-value source selection process that permits tradeoffs among price and non-price factors. The original proposal deadline was extended multiple times through various amendments, with the final submission deadline set for September 10, 2025, at noon Central Time. A mandatory pre-proposal conference and site visit was conducted on August 6, 2025, and interested contractors were able to submit requests for information through September 1, 2025.

This procurement is set aside exclusively for small businesses under the Total Small Business set-aside designation. The project has an estimated value between $5,000,000 and $10,000,000 and must be completed within 730 calendar days after the notice to proceed. The hangar, originally constructed between 1941 and 1943 during World War II, encompasses approximately 22,000 square feet with a 30-foot ceiling height and will remain fully operational during construction activities. Previous roofing work was completed by American Roofing & Waterproofing LLC in 2020, with warranties from both the contractor and material supplier Lapolla Industries. The project location is at Moore Air Base in Edinburg, Texas, within Hidalgo County, and contractors must comply with prevailing wage requirements under the Davis-Bacon Act. The contracting officer for this solicitation is James G. Roloff, who can be contacted at james.g.roloff@usda.gov for questions regarding the procurement.
