About this file

This file is a detailed set of specifications for the rehabilitation of an aircraft hangar located at Moore Air Base in Edinburg, Texas, for the U.S. Department of Agriculture's Animal and Plant Health Inspection Service (USDA APHIS). The project is divided into three distinct phases: Phase 1 involves exterior and structural repairs, including replacing window frames, man doors, and metal siding; Phase 2 focuses on interior remodeling of front spaces such as break rooms, offices, locker rooms, restrooms, and an avionics room, with updates to HVAC systems, building code compliance, ADA requirements, and fire suppression in the lean-to area; Phase 3 encompasses interior surface repairs, painting of structural components, installation of large circulating fans, maintenance of hangar roll doors, and adding fire suppression systems with a fire pump and underground storage tank.

The specifications provide comprehensive technical details across multiple divisions, including architectural, structural, mechanical, electrical, and fire protection systems. The project aims to modernize and rehabilitate a historical hangar originally constructed between 1941 and 1943 during World War II, preserving its architectural and cultural significance while upgrading its functionality and safety features. The total hangar is approximately 22,000 square feet with a ceiling height of roughly 30 feet, and the renovation will ensure compliance with current building codes, accessibility standards, and fire safety requirements.

Repair and paint all interior surfaces of the interior roof structure. Add four large air circulating fans with individual controls. Conduct maintenance on bearings and racks of the main hangar rolling doors. The existing hangar was constructed between 1941 and 1943 during WW2 as part of the Army Air Training Command facilities, based on a prototype designated "Demountable Hangar, DH-1" believed to be designed by Del E. Webb construction company for the U.S. Army Corps of Engineers. The hangar is approximately 22,000 SF with a ceiling height of roughly 30 feet. The existing hangar building represents a unique moment in American history that conveys historical, architectural, and cultural value.

B. Type of Contract:

1. Project will be constructed under a single prime contract.

1.6 PHASED CONSTRUCTION

A. Construct the Work in phases, with each phase substantially complete as indicated on Drawings and summarized below.

1. Phase 1: Structural repairs to the the existing structure, new exterior envelope including doors, windows, and siding, relocation of existing exterior lighting and installation of new egress lighting as required by code, new interior doors, reinstallation of existing surface-mounted equipment, outlets, and lighting, removal of existing surface mounted fire alarm system components, removal of all existing HVAC equipment on exterior of building, repair and modification of slab-on-grade to support systems installed in next phase..

2. Phase 2: New interior fit-out of shop and office spaces in shed, relocation of existing communications, relocation of existing maintenance equipment, provision of electrical, power, and data to support existing hangar maintenance and shop equipment, new HVAC system installation including new exterior equipment, new fire suppression system in shed, and new fire alarm system in shed.
