About this file
The file is a Questions and Answers document for Solicitation Number 12639525R0015, a hangar rehabilitation project for the USDA's Animal and Plant Health Inspection Service at Moore Air Base in Edinburg, Texas. The project is divided into three phases: Phase 1 involves exterior and structural repairs including roof work and replacing window frames, doors, and metal siding; Phase 2 focuses on interior room renovations including remodeling break rooms, offices, locker rooms, restrooms, and an avionics room, with updates to HVAC, building codes, ADA requirements, and fire suppression; Phase 3 includes interior surface repairs, adding four large ceiling fans, conducting roll door maintenance, and installing a fire suppression system with an underground storage tank.
The Q&A document addresses several technical details, including contractor responsibilities for procuring equipment like the 45,000-gallon underground storage tank, clarifications on floor drain replacements and structural steel work, and potential flexibility in project phasing. Key points include the government's willingness to consider equivalent products, the base remaining fully operational during construction, and the lack of anticipated historical preservation requirements. The contracting officer, Jim Roloff, can be reached at james.g.roloff@usda.gov for further questions, and contractors are advised to monitor the solicitation site for potential amendments.

RFIs, Answers, 12639525R0015, Hangar Rehabilitation
1. Is there any signage for this contract?
RJ: If the contractor is referring to signage denoting area as a construction zone and establishing appropriate safety barriers, then yes. Base will remain fully functional during the construction process. If the contractor is referring to another type of signage, please clarify.
1. Storage Tank
1. The SOW only states “install underground storage tank for fire suppression system.” Will the government provide the tank, or will it be the contractors responsibility to procure the tank?
RJ: Install and/or provide in the SOW means for the contractor to provide and install. Contractor is responsible for providing the tank.
1. If it is the contractor’s responsibility, the plans call out a xerxes 45,000gal tank. If found, will the government consider an equal or better product of a different manufacturer?
RJ: Government will consider a different product that is equal or better than the product specified in the construction drawings. Contractor shall provide the necessary spec sheet, submittal, etc. on the substituted product for review.
1. Sheet S101 indicates a graphic along gridline 5 with a note that states “EXIST FLOOR DRAIN.” Sheet AD101.1 graphics and keynote 7 appear to show removal of this existing floor drain and completely patching per the slab-on-grade per detail 7/201. Structural detail 2/S201 show adding a new floor drain. Please clarify.
DJH: Existing floor drains to be removed and replaced with new trench drain. See plumbing drawing P101 for clarification. Sheet AD101.1 and S101 are indicating existing conditions to be removed and repaired utilizing detail 2/S201. Outside of location where new trench drain is being installed, all other slab locations that involve slab trenching to install piping/utilities shall be repaired using detail 7/S201.
1. Sheet S101 appears to indicate removal and replacement of an existing trench drain. Section 2/S201 cut through this graphic on S101 indicates that this graphic is a new floor drain. Please provide a detail at the ends of the drain to clarify required termination of the new trench drain concrete at the existing slab.
DJH: Existing drains to be removed and replaced with new trench drain. Structural sheet S101 shows extent of concrete slab demolition between existing control joints. The extents of the trench drain itself are to be determined by Plumbing engineer. (Plumbing input: “Trench drain is a little under 79’-0” long)
1. Details for the structural steel only shows half of the Bow String Truss along grid lines A and B. Is it to be understood that the only structural work is to be done between gridlines A and B, or also mirrored along gridlines B and C?
DJH: Work is to be completed along grid lines A and B AND to be mirrored along gridlines B and C.
1. A101.2 note 5 states “patch and repair corrugated metal wall panels as needed.” What determines “as needed”?
5. Would the Contracting Team consider a predetermined allowance figure for the replacement work? This would keep all bidding contractors bidding on an “apples to apples” playing field.
DJH: Patch and Repair Corrugated metal wall panel as needed for removal of existing wall mounted equipment and install/support of new electrical equipment panels.
1. Will there be any allowable workable overlap between phases 1, 2 and 3?
RJ: Project was initially set up as identifiable phases for funding purposes. However, the contractor can exercise flexibility between phases. Submit a project schedule and phasing plan for Government review and acceptance. This plan should denote the contractor’s approach to the project to enable the FM to coordinate with Program.
1. Will there be any historical oversight from the local, state, or federal government? If so, what will be their involvement?
RJ: There shouldn’t be as the Government is not seeking to get historical preservation status.
1. Has there been any lead or asbestos testing performed by the government? If so, can the reports be provided?
RJ: Confirmation of prior testing is inconclusive. However, any reports available will be provided to the contractor.
