About this opportunity

The U.S. Department of Agriculture's Animal and Plant Health Inspection Service is seeking contractors to rehabilitate a World War II-era aircraft hangar at Moore Air Base in Edinburg, Texas. The 22,000 square foot hangar, constructed between 1941 and 1943, sustained significant flood damage in 2019 when approximately 24 inches of water flooded the facility. The rehabilitation project is divided into three distinct phases: Phase 1 focuses on exterior and structural repairs including roof replacement, window frames, doors, and metal siding; Phase 2 involves interior remodeling of front spaces including offices, break room, restrooms, and HVAC system updates to meet building code and ADA compliance; and Phase 3 addresses interior painting, installation of large fans, hangar door maintenance, and fire suppression systems. The project falls under NAICS code 236220 for commercial and institutional building construction. The solicitation is expected to be posted on or about July 17, 2025, and interested parties should monitor the site for the formal solicitation and any amendments, with questions directed to contracting officer Jim Roloff.

This procurement opportunity is designated as a total small business set-aside, restricting competition to small business concerns that meet the size standard of $45 million for the applicable NAICS code. The estimated project value ranges between $5 million and $10 million, representing a substantial construction contract for eligible small businesses. The hangar's substantial size of approximately 22,000 square feet with 30-foot ceiling height indicates the scope and complexity of the rehabilitation work required. The project's three-phase approach suggests a comprehensive renovation effort that will restore the historic facility to full operational capability while modernizing it with contemporary safety and accessibility features. No incumbent contractors or current service providers are identified in the pre-solicitation notice, indicating this may be a new procurement opportunity for the hangar rehabilitation services.
