About this opportunity

The U.S. Army Contracting Command - Rock Island (ACC-RI), in support of the U.S. Army Joint Munitions Command (JMC) and Project Lead Joint Services (PL JS), issued this Special Notice to solicit industry feedback on draft Performance Work Statements (PWS) and Sections L&M for an upcoming Request for Proposal (RFP) related to the Radford Army Ammunition Plant (RFAAP). The notice, initially posted December 19, 2025, with multiple revisions through February 10, 2026, seeks to engage industry partners in refining the solicitation strategy prior to formal RFP release. This represents a planned federal competition for propellant production and comprehensive operation of the RFAAP, a 6,900-acre Government-Owned, Contractor-Operated (GOCO) ammunition manufacturing facility in Radford, Virginia. The solicitation involves a single 10-year contract with an estimated budget between $3.5 billion and $4.5 billion, incorporating facility modernization, reset activities, and ongoing operational requirements.

The primary purpose of this Special Notice is to facilitate structured industry engagement through virtual one-on-one sessions during Industry Day #6, held January 13-14, 2026, allowing interested contractors to present feedback on draft technical and administrative requirements. Interested firms were required to complete Company and Individual Registration Forms to participate, with attendance strictly limited to six representatives per company, including any consulting firm personnel. The notice specifies that participants should not rely on information presented during these sessions for proposal development, as any future RFP will supersede current documentation, and no contract award or compensation will result from participation. The competitive opportunity encompasses extensive operational areas including environmental management, facility planning, security and antiterrorism, fire protection, maintenance, utilities management, cybersecurity, occupational health, property management, production reporting, technology services, and facility transition activities. According to the updated acquisition timeline posted February 10, 2026, the government plans to release a Draft RFP in February 2026, conduct additional industry feedback in April 2026, issue a Final RFP in June 2026, and transition to a new contractor by Calendar Year 2028.
