About this file
This is a Performance Work Statement (PWS) for the Radford Army Ammunition Plant (RFAAP) focusing on Facility Operations and Production Reporting. The PWS requires the contractor to submit detailed monthly and annual reports covering facility operations, production status, utility consumption, maintenance costs, operational availability, and production metrics across multiple manufacturing areas including Nitrocellulose, Greenlines, Rocket Manufacturing, and others. Specific reporting requirements include daily and weekly production status reports, annual cost reports, utility consumption reports, and maintenance cost breakdowns, all to be submitted in Microsoft Excel format with data populated directly from the contractor's enterprise resource planning (ERP) system.
The document mandates the contractor develop at least three Key Performance Indicators (KPIs) to measure performance effectiveness, with monthly reporting and government approval required. The reporting is intended to provide comprehensive visibility into RFAAP's operational and production capabilities, with reports covering direct government, third-party government, defense, and commercial production activities. An Industry Day (#6) is planned for January 13-14, 2026, where companies can provide feedback on the Performance Work Statement and associated solicitation documents, with virtual one-on-one sessions limited to six representatives per company.

NOVEMBER 2025
1. GENERAL INFORMATION
1.1. INTRODUCTION
1.1.1. The objective of this PWS is to identify contractor reporting requirements for facility operations, production activities, and modernization efforts.
1.2. BACKGROUND
1.2.1. The contractor shall submit the herein required facility operations costs, production status reports, and modernization costs for efforts executed in accordance with the RFAAP Facility Use and any companion contracts. The contractor shall utilize the CDRLs for identification of the required elements, format, frequency, and distribution for each report.
1.3. SCOPE
1.3.1. Reports should include facilities within the entire boundary of the installation.
1.4. APPLICABLE DOCUMENTS OR CITATIONS
1.4.1. PWS 7 governs the maintenance of facilities at RFAAP.
1.4.2. PWS 10 governs the operation of utility infrastructure and energy management at RFAAP
1.4.3. Companion contracts.
2. WORK REQUIREMENTS
2.1. TECHNICAL REQUIREMENTS
2.1.1. The contractor shall have 120 calendar days from contract award to work with the Government on the format for all reports. The report format (pivot tables, dashboards, etc.) shall be approved by the Procuring Contracting Officer (PCO). The contractor shall host working meetings until this has been achieved. The contractor shall provide report examples during each working meeting. The Government will work with the contractor to refine and finalize report formatting and work through any issues that occur.
2.2. FACILITY OPERATIONS REPORTING:
2.2.1. The contractor shall prepare and submit annual reports for actual costs incurred for all facility operations and production activities. The cost reports shall be itemized for each PWS and Department of Defense production item, and include a breakdown by labor, materials, other direct cost (ODCs), subcontracts, etc. The breakdown should also include all actual indirect rate burdens such as, but not limited to, fringe, overhead, and G&A. The actual running rate for indirect cost should be displayed within the report (e.g., G&A 9.5%, fringe 40%, etc.). The report shall also include total direct hours, and all indirect hours associated with managing PWS. For PWS requirements, the incurred cost report shall also reference the work breakdown structure for each cost incurred and respective cost center. The report shall be in Microsoft Excel format. The raw data shall be in proper tabular format within the Microsoft Excel document. The raw data shall be populated by the Contractor's Enterprise Resource Planning (ERP) system and not be populated by manual entry into the spreadsheet. (CDRL A11-001)
2.2.2. The contractor shall provide an annual report for utility consumption and cost for all metered facilities. The annual report should have utility consumption by month. The contractor shall ensure that all metering data is operational, calibrated, and accurate. If the data frequency is available, reports should show daily usage rates with a roll-up for the entire month. All metered utilities will be included (natural gas, steam, water, electricity, compressed air, wastewater, etc). If additional meters come online, they will be included. Additional metering efforts will be performed through individual modernization projects, not this PWS. Report should be clearly labeled in tabular Microsoft Excel format. (CDRL A11-002)
2.2.3. The contractor shall provide an annual report for maintenance costs by operational capability to include but not limited to Legacy Nitrocellulose, New Nitrocellulose, Nitroglycerin, Greenlines, Finishing Area, Rolled Powder, Rocket Manufacturing, Acids, Steam Generation & Distribution, Water Intake, Water Filtration & Distribution, Industrial Wastewater Treatment, Compressed Air, etc. that is broken down by maintenance type (preventative, corrective, etc.), labor, materials, subcontracts, overhead, etc. Report should be clearly labeled in tabular Microsoft Excel format. (A11-003)
2.2.4. The Contractor shall provide an annual report that indicates Operational Availability (OA) for all production areas. The annual report should have OA by month. This report should be broken down by process equipment and organized by manufacturing area. It shall also indicate the portion of OA that is attributed to maintenance and all other downtime indicators (e.g., staffing issues, material planning issues, etc.) to formulate the total OA for each manufacturing area. The major production areas are defined as, but not limited to, Nitrocellulose, Greenlines (SB, MB, and High Energy Line broken out separately), Finishing Area, Rolled Powder, Rocket Area, Nitroglycerine, and Acid Area. It should also include the Incinerator, Contaminated Waste Processor, Steam Turbines, and Water Intake Pumps. The data should include all raw data relevant for the OA calculations within the report. Report should be clearly labeled in tabular Microsoft Excel format. (A11-004)
2.3. PRODUCTION STATUS REPORTS:
2.3.1. The contractor shall provide a daily production status report to the local Army staff and Project Lead Joint Services by 1000 that indicates the status of each production facility including but not limited to Acid, Legacy NC, New NC, NG, Rolled Powder, Rocket, Greenlines, Finishing Area. The report shall include planned production for the previous day, actual production for the previous day, production goal for the week, actual production for the week, and reasons why the production goal was not reached each day (e.g., maintenance issues, staffing downtime, weather, etc.). (A11-005)
2.3.2. The contractor shall provide a weekly production report to the local Army staff and Project Lead Joint Services by each Tuesday by 1000 for each type of product produced in each production line from the previous week. In addition to any KPIs specified in this PWS, the Contractor shall identify a minimum of three (3) KPIs that measure performance, effectiveness, timeliness, and/or efficiency of Facilities Operations and Production Reporting efforts at RFAAP. These additional KPIs shall be included in a PWS 11 KPI report (CDRL A11-011). The initial submission shall be submitted to the Government for approval 30 calendar days after transitioning as the Operating Contractor and monthly thereafter.
2.4.2.2. The Contractor shall define the calculation method for each KPI and any sub-KPIs in the first submission of the PWS 11 KPI report ACA for Government approval.
2.4.2.3. The PWS 11 KPI Report shall provide targets for improvement for each KPI, with justification as to why the target was determined. Targets may be based on industry standards or baseline data acquired in the first quarter of performance tracking. Targets may be adjusted on an annual basis or sooner, if necessary, with Government approval.
2.4.2.4. When KPIs are trending negative or consistently below target (for at least three consecutive months), the Contractor shall provide a plan or strategy adjustment to work back towards the target. The plan and/or strategy shall include details on actions to be performed, timeline for improvement and personnel responsible to achieve the target.
2.4.2.5. While the government reserves the right to assess contractor compliance with specific requirements of this PWS, the primary measure of the contractor’s success in performing the PWS will be determined by KPI goal attainment.
