About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal issued a request for information soliciting industry feedback on evaluation methodology for the Radford Army Ammunition Plant (RFAAP) Competition, with responses due by May 28, 2026. As of May 21, 2026, the USG has decided to no longer utilize the Self-Scoring Matrix as part of its evaluation approach; previously submitted questions related to the Self-Scoring Matrix will not be answered.

The procurement contemplates award of one contract using a two-phase evaluation and best value trade-off methodology. Phase I validation evaluates offeror self-rated scores across Production (52,000 possible points), Safety, and Small Business factors; offerors must achieve a minimum Phase I score of 40,750 points to advance to Phase II. Offerors self-score using Attachment 0035 (Phase I Self-Scoring Matrix) and submit work samples and project references via Attachment 0036 (Project Reference Template) demonstrating technical experience in chemical production, nitrocellulose, single base propellant, and double/triple base propellant production, with minimum one-year performance periods within the last seven years. The USG will validate self-scores using submitted documentation and may disqualify offerors for unsubstantiated or misleading claims.

Phase II evaluation encompasses Volume 1 (Production Technical and Production Capability, and Waste Stream Management), Volume 2 (Operations including Facility Investment and Modernization, and Maintenance), and Volume 3 (Price). All non-price factors require minimum "Acceptable" rating for award consideration. Phase II includes oral presentations scheduled no sooner than five working days after Phase I submission, with specified slide and time limitations per subfactor. Proposals submit electronically through PIEE. Contact anna.e.whitcomb2.civ@army.mil, amanda.l.carlson25.civ@army.mil, or derek.s.rooks.civ@army.mil with questions. This is a request for information; responses are not reimbursable.
