About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal has issued a Request for Information (RFI) regarding contractor self-investment in the RFAAP facility. Posted on April 1, 2026, with an extended deadline of April 13, 2026, at 12:00 PM CDT, this Special Notice seeks industry input on a competitive acquisition strategy. The RFI pertains to the operation of ammunition facilities and is categorized under explosives manufacturing. This informational request does not constitute a solicitation, commitment, or obligation on the part of the government, nor will it result in contract awards or payment for information provided.

The government seeks industry guidance on three primary matters: the production numbers necessary to incentivize contractor self-investment in RFAAP, the operational volumes required for contractors to recover self-investment within five years of taking full operational control, and the development of an intellectual property strategy that protects government interests. The government intends to maintain unlimited rights for all capabilities remaining at RFAAP across operating contractor transitions. Participation in this RFI is strictly voluntary, and contractors should clearly identify any proprietary information in their submissions. Responses must be submitted via email to Amanda Carlson, and interested parties should note that future formal solicitations will be published as separate notices if the acquisition strategy moves forward.

RFI has beend extended to Apr 13, 2026 12:00 pm CDT

Request for Information – RFAAP Contractor Self-Investment

The USG is appreciative of industry’s input regarding the RFAAP Competition Evaluation Criteria thus far. In recent versions, the USG has verbalized the expectation of contractor self-investment into the RFAAP facility. The USG acknowledges the feedback and concerns Industry has provided regarding self-investment and continues to evaluate that feedback to arrive at a mutually beneficial acquisition strategy. Therefore, the USG requests Industry responses to the following:

  1. What production numbers are required to incentivize Industry to self-invest into RFAAP?
  2. What volumes does an operating contractor need to succeed at recovering self-investment within the first five (5) years of full operational control of RFAAP? (ex. Low, medium and high volumes)
  3. In order for the USG to continue to maintain RFAAP and for future operating contractors to be able to fully operate RFAAP, the USG is seeking Unlimited Rights for all capabilities that will remain at RFAAP throughout changes in operating contractors. Considering the contractor self-investment and USG co-investment that will take place under this competitive contract, the USG is requesting Industry assistance in developing an Intellectual Property strategy for the following types of property that afford the USG the rights it needs:

                   a. 100% contractor funded

                   b. Contractor and USG co-investment

This RFI is for informational purposes only and does not constitute a solicitation or commitment by the USG. The USG does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. Any of the information stated above is subject to change. If a formal RFP is generated at a later date, the USG will publish a solicitation notice.

Responses and/or questions shall be submitted via email to Amanda Carlson at amanda.l.carlson25.civ@army.mil , Derek Rooks at derek.s.rooks.civ@army.mil and Anna Whitcomb at anna.e.whitcomb2.civ@army.mil .
