About this opportunity

Contracting Command Rock Island Arsenal is establishing a virtual library to support proposal development for the Radford Army Ammunition Plant (RFAAP) competition, with access available through June 26, 2027. Access requires JCP registration with an active DD 2345 on file at DLIS; virtual library accounts are provided only to the Data Custodian of eligible firms.

Prospective bidders must execute the Virtual Library Use and Non-Disclosure Agreement and submit it to Anna Whitcomb (anna.e.whitcomb2.civ@army.mil), Amanda Carlson (amanda.l.carlson25.civ@army.mil), or Derek Rooks (derek.s.rooks.civ@army.mil). All documents in the library are Controlled Unclassified Information and restricted to U.S. or Canadian citizens directly involved in proposal preparation. Firms must destroy all documents within ten days of contract award or upon ceasing to compete, and certify destruction to the Procurement Contracting Officer.

As of June 30, 2026, the library contains the RFAAP Baseline Facilities Assessment (BFA) with appendices available via DOD SAFE, the Baseline Environmental Conditions Assessment (BECA) with Appendices A through I, and the FY26 Army Ammunition Plant Mod Plan. Documents are uploaded throughout pre-solicitation and solicitation phases; prospective bidders are responsible for monitoring the site for the most recent versions. The NAICS category is Explosives Manufacturing (325920); the PSC is Operation of Ammunition Facilities (M1EA).
