About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is soliciting industry feedback on revised evaluation criteria for the Radford Army Ammunition Plant (RFAAP) Competition, which involves the production and supply of various propellants and energetic materials including propellant charges, nitrocellulose grades, and rocket motor propellant grains across 38 contract line items. This is a pre-solicitation request for feedback on Sections C, L, and M of the RFP, along with supporting attachments including a Price Matrix, Self-Scoring Matrix, and Project Reference Template, intended to gather industry input before formal solicitation. Key contract requirements include production capabilities across chemical and propellant manufacturing, facility modernization obligations, legacy waste management with 25% annual reductions of nitrocellulose fines, and a comprehensive 10-year integrated workload scheduling and maintenance program with annual funding of $5 million to $6 million. The evaluation will follow a two-phase process, with Phase I assessing technical experience, safety capabilities, and small business factors using a self-scoring matrix and work samples, requiring offerors to achieve a minimum threshold of 70% of possible points to advance to Phase II, which will evaluate production, operations, price, and indemnification requests using color-coded adjectival ratings and cost realism analysis. The deadline for submitting feedback and questions is April 28, 2026, with responses submitted via email to Amanda Carlson, Derek Rooks, and Anna Whitcomb; this request for feedback is voluntary and does not constitute a formal solicitation or commitment by the government.

There is no set-aside designation for this contract, and no incumbent contractor has been identified in this pre-solicitation notice. The total contract value is estimated at approximately $660 million based on the reset plan referenced in the pricing matrix, which covers production pricing across two volume ranges (1 to 35,000,000 Equivalent Units and 35,000,001 and above), Performance Work Statement pricing across ten ordering periods, and nitrocellulose fines disposal pricing. The pricing structure includes 38 production contract line items with variable unit pricing based on volume tiers, 14 performance work statement categories covering environmental, facility planning, fire protection, maintenance, and cybersecurity functions, and an economic price adjustment mechanism tied to natural gas escalation at a base rate of $3.40 per MMBTU with 2,000,000 MMBTUs subject to adjustment plus general inflation adjustments using the Producer Price Index. Offerors must address facility modernization within a three-year completion timeframe with initial improvements demonstrated within six months, maintain a SECRET-level facility security clearance, and develop comprehensive facility investment and modernization plans with fixed-price legacy waste management, contractor-financed self-investment projects, and a government co-funded integrated facility upgrade program. The formal RFP will be published at a future date following consideration of industry feedback submitted by the April 28, 2026 deadline.
