About this opportunity
The Department of Veterans Affairs seeks a contractor to conduct independent surveys at State Veterans Homes across all 50 states, territories, and Puerto Rico, with proposals due July 10, 2026. This is an unrestricted Indefinite Delivery/Indefinite Quantity fixed-price procurement with a $24.5 million ceiling, a 12-month base period, and four optional 12-month extensions plus a potential six-month extension. The government guarantees a minimum of $40,000 per contract award during the base period.
The contractor shall perform annual, recognition, and for-cause surveys of approximately 173 State Veterans Homes comprising nursing home care, domiciliary, and adult day health care programs in compliance with Title 38 CFR Part 51 regulations and Centers for Medicare and Medicaid Services survey processes. Work is performed at SVH facilities nationwide. Survey personnel must include Registered Nurses, Licensed Nursing Home Administrators, Social Workers, Dietitians, and Life Safety Code surveyors, each holding minimum three years of external review experience and current professional credentials. Contractor responsibilities encompass all personnel, equipment, supplies, facilities, transportation, and supervision necessary for on-site and offsite survey activities (including pre-survey record review, documentation analysis, deficiency drafting, and report finalization).
Key deliverables include Quality Assurance and Surveillance Plans, annual and quarterly survey schedules, final survey reports within ten business days of survey completion, survey deficiency summary reports, electronic feedback mechanisms, communication plans, and contractor personnel training plans. Contractor must comply with 38 CFR Part 51, NFPA 101-2012 and NFPA 99-2012 standards, CMS life safety standards, Business Associate Agreements for HIPAA-protected health information, and background investigations for all personnel. Amendment 0002, issued June 25, extended the closing date from June 30 to July 10, 2026 at 3:00 PM ET. FAR clause 52.222-90 regarding DEI discrimination compliance was added by Amendment 1. Evaluation weights technical approach significantly higher than past performance, which is weighted slightly higher than price, with non-price factors combined significantly more important than price. NAICS code is 541611 (Administrative Management and General Management Consulting Services); PSC is R499 (Support—Professional: Other).
