About this opportunity
VA Strategic Acquisition Center Frederick is soliciting proposals under Solicitation 36C10X27R0001 for Medical Disability Examinations-Next Generation (MDE-NG), with questions due November 16, 2026 and proposals due December 17, 2026. The Veterans Benefits Administration is the issuing customer. The acquisition uses no set-aside and is an IDIQ with six geographically defined Service Groups, with two to four contracts awarded per Service Group.
Service Groups cover the continental United States, Alaska, Hawaii, U.S. Territories, and international locations. The base period runs July 1, 2027 through June 30, 2028, followed by four 12-month options through June 30, 2032. The contract combines firm-fixed-price and time-and-materials line items, with the majority FFP. The Government sets a shared maximum ceiling of $40 billion across all MDE-NG contracts and guarantees each awardee a minimum of $3.5 million in orders.
Required deliverables include completed DBQs and examination results, scheduling services with toll-free telephone access, and a Contractor Exam Management System with Examiner, VA Client, and Claimant portals meeting Section 508, HIPAA, and FISMA standards. Contractors must complete ramp-up and system development within one year of award, including User Acceptance Testing by month 11 and Authority to Operate certification within 12 months. Additional scope includes mileage reimbursement for Service Groups 1-4 and Pre-Discharge, Special Modes of Transportation coordination, Examiner travel authorization for specified cases, and participation in Veterans Claims Clinics with Mobile Medical Units. Estimated annual aggregate ESR volume ranges from approximately 4.16 million in Service Group 1 to 70,000 in Service Group 6, with 2.8 to 10.7 DBQs per ESR depending on the Service Group.
Offerors must submit a Proposal Intention by December 1, 2026, and route all questions through VAMDENextGenRFP@va.gov using the RFP Questions Template. Proposals are submitted through the method specified in the solicitation, not through that email address. The Interested Vendors List is enabled and viewable to registered SAM.gov users. Invoices are processed electronically through the VA Financial Services Center in Austin, Texas via Tungsten e-Invoice. Mileage and travel reimbursements follow GSA rates and require pre-approval. The primary RFP supersedes any prior draft materials. The NAICS code is 621111, Offices of Physicians (except Mental Health Specialists), and the PSC is Q403, Medical-Evaluation/Screening.
