About this opportunity
The Department of Veterans Affairs intends to solicit Real Estate Acquisition Support Services (FY26 New Broker IDIQ), Solicitation 36C10F26R0045, with proposals now due December 2, 2026, at 12:00 PM Eastern, following a November 5, 2026 amendment that replaced the earlier November 16, 2026 date. The set-aside is Service-Disabled Veteran-Owned Small Business. VA restructured the vehicle from a single nationwide contractor pool into a multiple-award IDIQ organized by Veterans Integrated Service Network (VISN) Coverage Area, so SDVOSB offerors may compete for one or more VISN areas rather than submitting a nationwide proposal. Offerors must demonstrate staffing, local-market resources, capacity, and lawful authority to operate in each area proposed. The work covers lease acquisition support, including market research, Request for Lease Proposals development, proposal evaluation, negotiations, lease document preparation, post-award services, and acceptance inspections. Contractors must hold current state broker licenses in the United States, the District of Columbia, or major U.S. territories. Key personnel must complete six specified training courses from approved providers before submitting a task order proposal. Compensation is commission-based, calculated as a percentage of Aggregate Lease Value, with 75% paid 30 days after lease award and 25% after property acceptance. The May 12, 2026 draft summary listed a 12-month base period with four optional 12-month periods, a $1,000 minimum, a $30 million maximum per awardee, and a $15 million estimated total, but the VISN restructure materially revised the solicitation, so those figures predate the current structure. Offerors must submit three volumes covering technical approach and firm experience, past performance, and pricing. Conflict-of-interest restrictions bar dual and simultaneous representation of VA and private-sector entities. Awardees may not direct more than 50% of contract payments for services to non-certified SDVOSB firms. VA is not posting historical draft-stage questions and responses. Questions go by email to Kevin Armillotti, David Reich, and Fritz Fabien, and future updates will appear on SAM.gov. No industry day is listed.

Update #3 · Latest ·
The due date for receipt of proposals is extended to allow the Government sufficient time to prepare and release responses to questions received from prospective offerors. This extension is intended to ensure all offerors have equal access to information relevant to the preparation of their proposals.
The response due date is extended to December 2, 2026, 12:00 PM EST.
Update #2 ·
Notice of VISN-Based Solicitation Structure
Since release of the prior draft solicitation, the Department of Veterans Affairs (VA) has refined the acquisition strategy for Real Estate Acquisition Support Services to align with the Veterans Health Administration s (VHA) evolving regional operating model. This revised approach supports VA s broader Restructure for Impact and Sustainability Effort (RISE), an organizational transformation directed by Executive Order 14210. RISE is intended to streamline VHA structures and processes, strengthen regional implementation and accountability, and support more consistent, coordinated, and responsive services for Veterans.
Accordingly, VA has transitioned from a single nationwide contractor-pool approach to a multiple-award IDIQ structure organized by Veterans Integrated Service Network (VISN) Coverage Area.
Benefits of the VISN-based approach include:
Allowing qualified SDVOSB offerors to compete for one or more VISN Coverage Areas rather than requiring a nationwide proposal;
Enabling offerors to focus proposals on geographic areas where they can demonstrate staffing, local-market resources, capacity, and lawful authority to operate;
Supporting focused competition and VISN-specific commission pricing;
Improving alignment between broker support, VA regional lease-acquisition operations, and local-market requirements;
Strengthening accountability for contractor capacity, performance, quality control, and continuity of services within each VISN Coverage Area; and
Supporting VA s broader effort to simplify operations, improve consistency, and enable more effective implementation at the regional and local levels.
VA considered feedback received during the draft-solicitation/RFI phase. However, because the solicitation has been materially revised since the draft-solicitation/RFI phase, VA is not posting the historical draft-stage questions and Government responses. Those historical responses may not reflect the requirements, proposal instructions, evaluation approach, or procedures in the final solicitation.
The final solicitation, its attachments, and any written amendments issued by the Contracting Officer are the only authoritative sources for solicitation requirements. Offerors shall submit questions concerning the final solicitation in accordance with the solicitation s instructions.
