About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin seeks initial outfitting, transition, and activation services for a new Gainesville, Florida outpatient clinic consolidation project, with proposals due October 15, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside, firm-fixed-price contract estimated at $20 million.
Place of performance is the United States. The base contract period runs from December 15, 2026, through February 14, 2030 (38 months). The NAICS code is 541614, Process, Physical Distribution, and Logistics Consulting Services; PSC is Q702, Technical Medical Support.
The contractor shall provide comprehensive project management, interior design, furniture and fixture acquisition and installation, space planning, concept of operations planning, transition planning, acquisition support, and activation services to bring a 188,418 net usable square foot facility into full clinical operations by September 2030. Three key personnel positions are mandatory: IOTA Activation Project Manager (minimum 7 years project management experience with 5 years initial operating theater and activation healthcare experience), IOTA Senior Designer (minimum 5 years healthcare facility design with NCIDQ or AAHID certification), and IOTA Senior Transition Planner (minimum 3 years transition planning experience). All contractor personnel require background investigations at the NACI (Low sensitivity) level. Optional task line items include warehousing and warehousing management (10 months), activation services and post-occupancy support (8 months), and travel during activation. Travel costs for base and activation services are reimbursable on a cost basis per government estimates rather than fixed price.
Evaluation uses a highest technically rated offeror with fair and reasonable price approach, weighting Key Personnel (pass/fail), Technical Submission, and Past Performance (Very Low Risk through Neutral risk ratings). Quotations are limited to 9 pages for key personnel resumes, 15 pages for technical submission, and 3 pages for past performance. Offerors must submit the SF 1449, signed amendments, SAM.gov representations and certifications, a complete subcontractor list, NCIDQ or AAHID certificates for the Senior Designer, and VETS4212 Federal Contractor Veterans' Employment Report confirmation within 3 business days of award. Subcontracting limitations cap non-SDVOSB/VOSB firm subcontracting at 50% of service contract value. An amendment addressing 28 questions and answers was issued October 2, 2026, clarifying relocation responsibilities, equipment handling, personnel requirements, and travel reimbursement terms; offerors must acknowledge receipt of this amendment.
