The Government will evaluate proposals on best-value basis considering key personnel qualifications (pass/fail criterion), technical approach and labor mix adequacy, past performance on similar federal contracts, and price reasonableness. The deadline for submitting technical questions was February 5, 2026, quotations are due March 2, 2026, at 10:00 AM EST, and the contract performance period begins May 11, 2026.
This solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with no incumbent contractor identified. The contract is structured as a firm-fixed-price acquisition with a $20 million budget ceiling across a 37-month base period, with an optional 10-month warehousing task. The project involves approximately 51,355 net usable square feet at the Government facility located at 1111 East End Boulevard, Wilkes-Barre, Pennsylvania, with the objective of completing all IOT&A activities by May 24, 2029, the targeted first day of clinical services.
