About this file
This is a pricing worksheet template for the Allentown Outpatient Clinic (OPC) IOT&A (Integration, Operations, Training & Activation) contract solicitation 36C77625Q0289 issued by the Department of Veterans Affairs Technology Acquisition Center Austin. The worksheet is designed for contractors to submit labor rates and costs across four contract periods (05/11/2026-06/10/2029) and is organized by Line Items (LINs) representing distinct work categories.
The pricing structure includes LIN 0001 (IOTA Services), LIN 0002 (Travel—optional task, cost-reimbursable and excluded from evaluated price), and LIN 0003 (Warehousing Services). LIN 0001 encompasses eight Performance Work Statement (PWS) tasks: Project Management Services (Task 16.1), Interior Design/FF&E & Space Planning (Task 16.2), CONOPS/Transition Planning (Task 16.3), Acquisition Planning (Task 16.4), Acquisition Packages Development (Task 16.5), Personnel Files Relocation (Task 16.6), Activation Services & Post Occupancy Support (Task 16.7), and Staff Training & Orientation (Task 16.8). The example provided shows Project Management Services with three labor categories—Program Manager (Activation) as subcontractor, Senior Designer as prime, and Senior Transition Planner as prime—with rates escalating annually and totaling 1,300 hours and $273,375 across all periods. LIN 0003 addresses Warehousing & Warehousing Management Services, including fixed-price warehouse rent with insurance. Contractors must provide labor category titles, designate personnel as prime or subcontractor, submit rates for all four periods regardless of task timing, and ensure pricing consistency with solicitation Section B.3. Travel costs are not included in the evaluated price, and Other Direct Costs (ODCs) may be submitted as firm fixed price amounts.
