About this file
This document is a Solicitation Questions & Answers for contract 36C77625Q0289, the Allentown Outpatient Clinic IOT&A (Interior, Outdoor, Furnishings, and Artwork) project. It addresses eight clarifications regarding Performance Work Statement Section 16.2 and 16.4 requirements.
The responses clarify key IOTA contractor responsibilities: room mock-ups should be limited to representative subsets of room types with varying details captured in schedules for all individual rooms and products; mock-up reviews will be iterative throughout the design process, not solely for post-finalization validation; Revit-based 3D mock-ups must include sufficient detail to assess equipment placement, mounting feasibility, clearances, and potentially materials and finishes; the Architect/Engineer (A/E) will establish baseline utility and MEP element locations, while the IOTA contractor must identify conflicts iteratively and provide design conflict prevention foresight; Package Acquisition Lead Time (PALT) durations are not incorporated into the Government's master activation schedule, placing responsibility on the IOTA contractor to establish baseline PALT assumptions; artwork scope, themes, and quantities will be provided or approved by the VA Interior Design team post-award; no requirement exists to inventory, relocate, or reinstall existing artwork unless explicitly directed; and donor walls, recognition displays, and branded interior elements are excluded from base scope unless specifically directed by the VA.

36C77625Q0289 Allentown Outpatient Clinic IOT&A Solicitation Questions & Answers
1. Performance Work Statement (PWS) Section 16.2 – Room Mock-Up Quantity and Selection
Can the IOTA contractor assume that room mock-ups will be limited to a representative subset of room types only, with similar rooms grouped, and that mock-ups will not be required for every instance of a typical room unless otherwise specifically directed by the VA?
Rooms with near similar or identical layouts do not have to be redundant in the drawings, although clear variation between rooms, various equipment/power requirements or other architecturally relevant details shall be shown and detailed. Design details such as door schedules and furniture schedules shall capture all rooms and products individually.
2. Performance Work Statement (PWS) Section 16.2 – Intended Use of Room Mock-Ups
Can the IOTA contractor assume that room mock-ups are intended to function as validation tools only, to confirm workflow, equipment fit, adjacencies, and clearances after decisions are finalized, rather than as iterative design development tools?
IOTA contractor review will be iterative, not solely at after finalization of design; the intent is for the IOTA contractor validate workflow, equipment fit, adjacencies, and clearances in support of the design process.
3. Performance Work Statement (PWS) Section 16.2 – Level of Detail for Revit Based Mock-Ups
Can the IOTA contractor assume that required Revit-based 3D room mock-ups will be developed at a validation level of detail sufficient to assess equipment placement, mounting feasibility, and clearances, and will not require fully rendered views inclusive of finishes or materials?
Review of materials and finishes may be required to successfully validate details related to equipment location, install feasibility and clearances.
4. Performance Work Statement (PWS) Section 16.2 – Responsibility for Utilities, Devices, and Infrastructure
Please clarify the required level of detail for 3D room mock-ups. Can the IOTA contractor assume that baseline locations for the following elements are established by the A/E team under the lease, with the IOTA contractor’s role limited to coordination and conflict identification by exception only (e.g., issues driven by FF&E layouts or equipment selections)?
• Power, data, and medical gas outlets
• Wall-mounted devices (monitors, dispensers, panic alarms, thermostats)
• Overhead cubicle tracks
A/E will provide baselines for all utilities and other MEP relevant items. IOTA contractor is responsible for identifying conflicts related to implementation. This function is not by exception;
IOTA contractor shall be implemented into design review iteratively and provide foresight into preventing conflicts of design.
5. Performance Work Statement (PWS) Section 16.4 – Package Acquisition Lead Time (PALT) and Schedule Ownership Can the IOTA contractor assume that Package Acquisition Lead Time (PALT) durations are incorporated into the Government’s master activation schedule, and that the IOTA contractor’s responsibility is to validate, maintain, and align acquisition activities within that schedule rather than establish baseline PALT assumptions?
No. It does not account for PALT.
6. Performance Work Statement (PWS) Section 16.2 – Artwork Program Scope Definition Can the IOTA contractor assume that no predefined artwork program exists for this facility at time of award, and that artwork scope, themes, and quantities will be provided or approved by the VA Interior Design team post-award?
Artwork scope, themes, and quantities will be provided or approved by the VA Interior Design team post-award.
7. Performance Work Statement (PWS) Section 16.2 – Existing Artwork Reuse or Relocation Can the IOTA contractor assume that there is no requirement to inventory, relocate, reuse, or reinstall artwork from existing facilities unless explicitly directed by the VA?
Yes.
8. Performance Work Statement (PWS) Section 16.2 & 16.3 – Donor, Recognition, and Branded Interior Elements Can the IOTA contractor assume that donor walls, recognition displays, or branded interior elements are not included in the base scope of work, and that any future inclusion of such elements would be explicitly directed by the VA with associated scope clarification?
Yes, such elements are typically not included in an IOTA unless specifically directed.
