About this opportunity
The U.S. Marshals Service (USMS) has issued a Special Notice for Aviation Security Officer (ASO) positions to support the Justice Prisoner Air Transportation System (JPATS). This is a personal services contract opportunity designated as a Total Small Business set-aside, with recruitment running continuously through July 1, 2030. The USMS operates under a class deviation memo from the Department of Justice that authorizes the use of personal service contracts for individual employees across all 94 Districts and JPATS operations. The contract is explicitly limited to individual applicants who meet the statement of work qualifications; security companies are prohibited from applying. This ongoing recruitment represents an alternative to traditional bulletin board postings and uses sam.gov as the primary platform for candidate identification.
The primary objective of this solicitation is to recruit qualified individuals to provide detention and transportation services for prisoners across multiple USMS facilities and locations, with primary operations in Oklahoma City and Kansas City. Eligible applicants must be currently employed or recently retired law enforcement, corrections, or detention officers with a minimum of one year of relevant experience, and must pass medical examinations, drug tests, and background investigations. The contract structure offers a base year from October 2025 through September 2026, followed by four optional years extending through September 2030, with compensation based on 2,080 standard annual labor hours plus up to 500 overtime hours, subject to negotiated pricing and potential cost-of-living adjustments. Selected ASOs may be authorized to carry firearms and less-than-lethal devices and will be required to comply with DOJ information security standards, non-disclosure agreements, and mandatory annual cybersecurity training.
