About this opportunity

The U.S. Department of State, through the American Embassy in Windhoek, Namibia, is soliciting proposals for comprehensive health insurance services for local employees of the United States Government in Namibia and their eligible dependents. The solicitation (19WA8026R0002) seeks off-the-shelf health insurance plans that meet minimum required benefit levels, including hospitalization, emergency services, outpatient care, prescription drugs, dental, optical, and mental health services with coverage ranging from 50% to 100% depending on the service type. Offerors must be licensed to provide health insurance in Namibia and registered in the System for Award Management (SAM) database prior to proposal submission. Evaluation will be based on lowest-priced, technically acceptable, responsible offeror methodology, with award factors including compliance with mandatory health insurance coverage minimums, management approach, licensing and certification, relevant experience, and past performance. The proposal submission deadline is January 15, 2026, at 17:00 local time, with a pre-proposal conference having been held on December 16, 2025; the government reserves the right to make an award based on initial proposals without discussions.

This procurement carries no small business set-aside designation and involves no identified incumbent contractors in the available documentation. The contract will cover approximately 411 employees across three premium categories (self, self plus one, and family) with a base year of performance beginning April 2026, followed by four one-year option periods if exercised by the government. The resulting contract will be a firm fixed-price type with economic price adjustment provisions, and offerors must calculate total pricing by multiplying their proposed rates by 24 to account for biweekly employee pay cycles; the James Zadroga 9/11 Victims Act excise tax of 2% is compulsory for procurements exceeding $250,000. The specific award value is not disclosed in the solicitation documents. Performance will take place in Windhoek, Namibia, with premiums to be deducted and paid biweekly but reconciled monthly according to NAMAF (Namibia Association of Medical Aid Funds) prescribed tariffs.
