About this opportunity
The Department of State, through the American Embassy Belmopan contracting office, seeks health and group life insurance services for locally employed staff in Belize under Solicitation 19BH2027Q0001, with quotations due November 10, 2026 at 4:00 p.m. local time. The Set Aside line reads "No Set-Aside Used," and the award is a single contract to one contractor, though the awardee may subcontract coverage to another insurer while remaining fully responsible for performance.
Place of performance is Belmopan, Belize. Eligible participants are employed by State, Defense (MILGP and MSG), Justice (DEA), Agriculture (USDA), Millennium Challenge Corporation, and Peace Corps. The work is a firm-fixed-price purchase order with economic price adjustment, covering a base year plus four one-year options from March 1, 2027 through February 29, 2032. The Government pays 90% of health premiums and 100% of group life premiums. Health coverage includes hospitalization at 100%, outpatient services at 80%, mental health at 50%, dental capped at BZ$6,400 annually, and an annual maximum of BZ$200,000 per individual, with optional excess coverage of BZ$100,000 at the employee's expense. Life coverage pays natural death at 24 times monthly basic salary, accidental death and dismemberment at 30 times, total disability at 24 times, and partial disability at 12 to 24 times, with no funeral benefit. Benefits must be proposed exactly as specified, and any deviation must be clearly identified because it may adversely affect evaluation. Historical premiums were BZ$489,234.43 (2023), BZ$506,928.81 (2024), and BZ$484,968.22 (2025).
Award goes to the lowest-priced, technically acceptable, responsible offeror, evaluated under FAR 9.1 for compliance, technical acceptability, and responsibility. The Contracting Officer intends to award on initial quotations without discussions, though discussions with the competitive range remain possible. Offerors must be registered in SAM at submission, and the submission must include SF-1449 Section I pricing, Section 5 representations and certifications, Section 3 information, a completed IRS Form W-14, and proof of SAM registration. Quotations go electronically to GillettER@state.gov with the subject line "Solicitation 19BH2027Q0001," in English, in Word, Excel, or PDF format, with each email under 30MB. Volume 1 is the price proposal and Volume 2 is the technical proposal. The 2% federal excise tax under 26 U.S.C. 5000C is withheld from payments unless the contractor obtains exemption through Form W-14.
Amendment 00002 changes the solicitation number from 19BH2026Q0028 and incorporates the pre-quotation conference minutes and questions and answers. Offerors must return a signed copy of the amendment with their proposal and acknowledge receipt before the deadline, or the offer may be rejected. Clauses include FAR 52.222-50, FAR 52.229-12, and FAR 52.204-25 and 52.204-24. NAICS is 524114, and PSC is G009.
