About this file
This document is a Request for Solutions (RFS) for Area of Interest (AOI) #2 under a Commercial Solutions Opening (CSO) from the Joint Operational Medicine Information System- Program Office (JOMIS-PMO). The solicitation seeks prototype solutions for healthcare documentation in deployed environments, specifically targeting challenges with current medical information systems used by deployed military personnel. Key requirements include developing a real-time, interoperable healthcare documentation platform that: provides seamless access to patient records across operational theaters, ensures regulatory compliance (e.g., HIPAA), incorporates robust cybersecurity, and offers an intuitive user interface for healthcare providers.
Interested companies must submit a 10-page project proposal to Beth Ruckwardt via email by August 12, 2025, at 5:00 PM EST, with the subject line "AOI #2". If the proposal exceeds email size limits, companies can request submission via DoD SAFE by August 8, 2025. The proposal should emphasize scalability across DoD usage scenarios, interoperability, cybersecurity, and strategies for technology adoption, including embedded training and multiple deployment models. The ultimate goal is to validate a prototype solution by fiscal year 2025 that improves healthcare outcomes for deployed personnel while reducing administrative burdens. Questions must be submitted by August 4, 2025, at 5:00 PM EST to the provided email address.

Area of Interest (AOI) #2 Healthcare Delivery (HCD)
Joint Operational Medicine Information System- Program Office (JOMIS-PMO)
This AOI #2 is being competed under Commercial Solutions Opening HT003825SC001.
Background
The Joint Operational Medicine Information System- Program Office (JOMIS-PMO) delivers world-class operational medicine (OpMed) information technology healthcare delivery solutions that integrate and operationalize the best practices of civilian and military medicine and leading health information technology companies. The JOMIS PMO is interested in awarding other transaction agreement(s) for prototype projects under the authority of 10 U.S.C. 4022 in the following Area of Interest:
Area Of Interest #2: Healthcare Delivery Documentation for Deployed Personnel
The JOMIS PMO is tasked with ensuring the efficient and accurate documentation of healthcare services provided to deployed personnel in austere and operational environments. Current systems and processes for healthcare documentation are fragmented, lack interoperability, and fail to meet the demands of modern healthcare delivery in dynamic and resource-constrained settings.
Key challenges include:
• Data Accessibility and Integration: Existing systems such as MHS GENESIS do not provide seamless access to healthcare records across multiple operational theaters, leading to delays in care and potential errors in treatment.
• Scalability and Adaptability: Current solutions are not scalable to meet the needs of rapidly changing deployment scenarios or adaptable to emerging technologies.
• Compliance and Security: Ensuring compliance with healthcare regulations and maintaining cybersecurity in deployed environments is increasingly difficult with legacy systems.
• User Experience: Healthcare providers face usability challenges with outdated interfaces, reducing efficiency and increasing the risk of documentation errors.
To address these challenges, the JOMIS PMO seeks a solution that:
• Provides real-time, interoperable healthcare documentation capabilities
• Is scalable and adaptable to diverse deployment environments
• Ensures compliance with healthcare regulations and robust cybersecurity measures
• Enhances user experience for healthcare providers through intuitive design and functionality
The desired end state of this prototyping effort is the deployment of a secure, scalable, and interoperable healthcare documentation solution that enhances the ability of healthcare providers to deliver timely, accurate, and high-quality care to deployed personnel in operational environments. This is a time-sensitive effort and the Government desires to have full functionality in
FY25.
The solution is expected to:
• Enable Real-Time Documentation: Provide healthcare providers with the ability to document patient care in real-time, ensuring accuracy and reducing delays in treatment.
• Achieve Seamless Interoperability: Integrate with existing healthcare systems and databases to ensure continuity of care and accessibility of patient records across operational theaters.
• Enhance User Experience: Deliver an intuitive and user-friendly interface that reduces the cognitive burden on healthcare providers and minimizes documentation errors.
• Ensure Compliance and Security: Meet all regulatory requirements (e.g., HIPAA) and incorporate robust cybersecurity measures to protect sensitive healthcare data in deployed environments.
• Support Scalability and Adaptability: Be capable of scaling to meet the needs of diverse deployment scenarios and adaptable to emerging technologies and operational requirements.
By the conclusion of this prototyping effort, the JOMIS PMO intends to have validated the solution’s ability to address the challenges of healthcare documentation in deployed environments, paving the way for full-scale implementation and operational use. The ultimate goal is to improve healthcare outcomes for deployed personnel while reducing administrative burdens on providers and ensuring the security and integrity of healthcare data.
Project Proposal Submission and Review Process
The interested companies are requested to submit a 10-page project proposal to the Government describing the approach to satisfying this Request for Solutions. The project proposal should emphasize scalability for the wide usage scenarios across the DoD, interoperability, cyber security and address barriers to adopting this modernized healthcare delivery solution through embedded training, medical references and multiple deployment strategies such as containerization, browser enabled and remote support models. While the Government is not setting strict limits on page counts or font size, the Government strongly recommends that submissions comport to professional norms such as easily readable font types and sizes, including page numbers and section headings. The first page of the submission should identify the name(s) of the company(ies), point(s) of contact, and contact information.
Note that, per the text of the CSO, the Government will not pay for costs associated with the preparation of any other materials used to determine whether the company has merit for purposes of an AOI or is awardable for purposes of a prototype other transaction agreement.
For the Request for Solutions, companies shall email a proposal to Beth Ruckwardt no later than August 12, 2025, at 5:00 PM Eastern Standard Time, clearly titled AOI #2. If the proposal is too large to email, please request an invitation from Ms. Ruckwardt to submit via DoD SAFE at https://safe.apps.mil/dropoff.php no later than August 8, 2025. Per the text of the CSO, interested companies are encouraged to meet the due dates set forth herein as the Government has set aside personnel to review submissions based on these dates. The Government is under no obligation to consider submissions made later than the posted due date.
The Government will review project proposals to determine which merit the Government’s additional attention given the Government’s technical and time constraints. Although the review process may change depending on the number and quality of submissions, the Government https://safe.apps.mil/dropoff.php anticipates inviting those project proposals determined to have merit to a question and answer session as a next step.
If you have any questions pertaining to this Request for Solutions, please contact Beth Ruckwardt, elizabeth.m.ruckwardt.civ@health.mil. Questions submitted after August 4, 2025, 5:00 PM Eastern Standard Time may not be answered.
