About this opportunity
The Department of Energy's Fermi National Accelerator Laboratory (Fermilab) is seeking qualifications for Professional Building Architectural and Engineering Services through a Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement. The solicitation covers three primary service categories: Repair, Maintenance, and Alterations; Interior Design, Furniture, and Furnishings; and Building Code and Life Safety, with projects ranging from studies and technical documents to new construction and facility renovations in industrial, office, public, and housing environments. Qualified firms must demonstrate expertise through key personnel including project managers, architects/designers, engineers, and certified building code officials, each requiring minimum 10 years of experience and professional licensure. The evaluation will focus on the responsiveness of key personnel, project approach, quality control processes, and prior experience, with preferential consideration given to firms with federal project experience and local Chicagoland offices. Critical dates include the qualifications submission deadline of July 18, 2025, at 5:00 PM CT, following a virtual pre-qualification meeting held on June 24, 2025.
This solicitation does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. The total award pool across all three categories is $4.9 million over a four-year period, with individual task orders capped at $250,000 and budgets for specific categories including $1.7 million for Repair, Maintenance, and Alterations, $2.7 million for Interior Design, Furniture, and Furnishings, and $490,000 for Building Code and Life Safety. The contract structure includes a two-year base period from September 1, 2025, through August 31, 2027, with two potential one-year option periods, and a minimum guaranteed value of $1,000 per awarded contractor. FermiForward plans to select up to three architectural/engineering subcontractors in each project category, with services to be performed primarily at the Fermilab site in Batavia, Illinois, or designated off-site locations in DuPage or Kane County. The 86 firms that attended the pre-qualification meeting represent significant industry interest, including major companies such as AECOM, Jacobs, CDM Smith, and Legat Architects.
