About this file
This document is an Amendment 02 to a Qualifications Based Selection (QBS) solicitation for Professional Building Architectural and Engineering Services Multiple Award Task Order Contract (MATOC-IDIQ) at Fermi National Accelerator Laboratory. The file contains comprehensive responses to 42 prospective offerors' questions, covering critical submission requirements such as key personnel qualifications, resume narratives, project categories, submittal formats, and administrative details.
Key clarifications include: offerors must submit separate stand-alone qualification packages for each project category (Repairs and Alterations, Interior Design, Building Code and Life Safety), with a 3-page maximum narrative per category; key personnel resumes are required only for specific roles in each category; a single Corporate Quality Control Plan is acceptable across submissions; prime consultants should submit primary sub-tier consultants with their materials; location proximity to Fermilab will be evaluated favorably; and all Federal project experience is acceptable, with Department of Energy experience considered a plus. The solicitation does not have specific MBE/WBE/VBE percentage goals but encourages participation from these firms. Qualifications are due 07/18/2025 at 5pm CT.

MATOC-IDIQ
Responses to Prospective Offerors’ Questions
Question 1: Will any of the work be required to be performed under an approved NQA-1 Quality Assurance Program?
Response 1: Fermi National Accelerator Laboratory is not an ASME NQ-1 certified site.
Question 2: I’m assuming that the SARC via Form SARC, Certificates of Insurance, and Proposal Certifications, Form PUR-466 are due after the awards.
Response 2: Please submit the completed/signed SARC and PUR-466 documents with your qualifications submission. Certificates of Insurance can be submitted after award.
Question 3: Are we permitted to submit qualifications under one of the categories in Section 15.0 as well as being a sub to a prime team?
Response 3: Yes.
Question 4: Can FermiForward please clarify/detail what information firms should be providing in Section 16.3 Resume Narrative?
Response 4: A breakdown of the information offerors are requested to provide in Section 16.3 Resume Narratives is outlined in detail at Appendix A Narrative and Resume Submission Requirements-2025-06-06.pdf. The narrative should elaborate on any elements of the resume that may require clarification or additional context. It may also be used to demonstrate how the individual satisfies the qualifications specified in Appendix A for the relevant category.
Question 5: Is the 3-page maximum narrative for EACH category of projects’ (meaning 3 pages total for the entire column on Appendix A, page 1), or does the 3-page maximum apply separately to each category (Project Approach, QA/QC, Alternative Development & Cost Estimation?
Response 5: The 3-page maximum narrative applies to each project category. For example, for the Repairs, Maintenance, and Alterations project category, there is a 3-page maximum narrative for the entire column on pg. 1 of Appendix A.
Question 6: Our team would like to request the following documents: J-2 Supplement to FFDG General Terms and Conditions for Services, and J-8 Sub-Tier Subcontractors and Outside Associates and Consultants.
Response 6: The J-2 Supplement to FFDG General Terms and Conditions for Services is attached. The J-8 attachment for Sub-Tier Subcontractors and Outside Associates and Consultants will be removed from the subcontract.
Question 7: If required to provide separate submittals for each category, does each qualification submittal need to be submitted separately (i.e. separate emails)?
Response 7: Each qualification submittal does not need to be in a separate email, but each submittal should be a separate document.
Question 8: According to the RFP, the Certified Building Code Official (CBO) is required to hold certification as a Certified Building Official (CBO) by the International Code Council (ICC). Please consider providing an alternative, equivalent experience or certification requirement, or allowing proposed personnel to be in the process of obtaining the certification.
Response 8: Building Code Official is required to be a Certified Building Code Official (CBO) by the ICC at the time IDIQ subcontract is awarded.
Question 9: Which positions are considered “key personnel”? Is it just the Project Manager and the Project Architect (for the Repairs & Interiors categories), or is it also the engineering positions as well (i.e., structural, mechanical, electrical, & fire protection)? If yes, then do all positions require an explanatory narrative? Should additional relevant personnel resumes be included that are not listed as “Key Personnel,” such as a cost estimator?
Response 9: Key Personnel are defined per Section 16.3 and include only those individuals listed under each respective IDIQ category. Resumes and explanatory narratives are required solely for these designated personnel. Cost estimators are not considered Key Personnel and therefore do not require individual submissions. Experience related to cost estimating will instead be evaluated within the Narrative and Company Information section, specifically under Alternative Development & Cost Estimation, as outlined in Appendix A.
Question 10: If we are teaming and not the Prime, do all companies need to complete the SARC? How about the PUR-466?
Response 10: Only the prime firm who will be contracting with Fermi Forward Discovery Group, Inc. needs to complete these documents.
Question 11: Can you confirm qualifications are NOT being requested in 330 format?
Response 11: Confirmed.
Question 12: Can you have the same Project manager lead each submittal?
Response 12: Yes, as long as they meet all the qualifications for each individual category they are being proposed for.
Question 13: Given that the other two tasks may have fire and life safety implications, should teams for the first two items have such personnel available, or are those elements of those tasks covered by the Building Code and Life Safety element?
Response 13: Key personnel, except for the Project Manager, that are identified for the category Building Code and Life Safety are not required for the other IDIQ categories. Please refer to Appendix A: Submission Requirements for Narrative and Resumes for each IDIQ category’s specific requirements.
Question 14: Will you explain the requirement for the Certified Building Official? Is an Architect's relevant experience performing relevant duties acceptable?
Response 14: The requirements for the Certified Building Official are outlined in Appendix A:
Submission Requirements for Narrative and Resumes.
Question 15: To be clear please, a CBO is NOT required for the first two tasks.
Response 15: Confirmed – a CBO is NOT required for the Repair, Maintenance, and Alterations category or the Interior Design, Furniture, and Furnishings category.
Question 16: Are there specific MBE/WBE/VBE percentage goals for this work?
Response 16: Though there are no specific MBE/WBE/VBE percentage goals for this work, we do encourage MBE/WBE/VBEs to submit their qualifications.
Question 17: We would like to confirm that it is ok to submit for all three categories but use distinct corporate team structures across the categories (i.e., joint venture for some, but not all).
Response 17: Confirmed.
Question 18: The stand-alone packages for each category, are they to be packaged under a single cover letter or three separate cover letters? (assuming we apply to all 3)
Response 18: Each stand-alone package should include a cover letter. The cover letter may be the same/include similar information as another package, but please be sure to include a cover letter with each stand-along package.
Question 19: The requirements for the key personnel (App. A) only specify an IL PE license for the PM role. The other roles only require licensure (no state specification). Do these other roles require IL PE/Arch licenses?
Response 19: Key personnel requiring a professional license are required to have an active license issued by the State of Illinois.
Question 20: Experience with Federal Projects is listed as qualifications for many of the key personnel roles. Are any Federal projects acceptable, or is DOE experience required?
Response 20: Any Federal project experience is acceptable. Federal project experience within the Department of Energy is a plus.
Question 21: Is it preferred that we include all potential partners (i.e., structural, civil, lab equipment specialist, AV, others) in this submittal or present the base A/E team with the ability of the design team to add consultants as required per project?
Response 21: Only provide resumes for key personnel identified for each category outlined in Appendix A. A brief summary of other potential partners may be provided within the three
(3) page maximum narrative for each category.
Question 22: Is the cap of $250,000 on construction value or AE fees?
Response 22: In the Qualifications Based Selection (QBS) document, 9.0 – Task Orders, the cap of $250,000 is on AE fees per task order.
Question 23: Please confirm that the prime consultant should submit their primary sub-tier consultants, along with their applicable materials (i.e., resumes, projects) as part of their submission. Or are you looking for a list of sub consultants only without submitting all of the subconsultants information- i.e., Resumes, projects, etc.?
Response 23: The prime consultant should submit their primary sub-tier consultants, along with their applicable materials (i.e., resumes, projects) as part of their submission.
Question 24: Other than MEP/FP and Structural Engineers, are there any other consultants that we should include on our team? i.e. lighting, civil engineer, environmental graphics, etc.
Response 24: No. See Appendix A for Key Personnel requirements.
Question 25: Would it be acceptable to include additional relevant project pages in this submission, or should we adhere to the limit of three project examples per key team member?
Response 25: Please adhere to page limits.
Question 26: Can the prime consultant submit different engineering sub-tier consultants for each category? And if so, will we need to submit their applicable materials (i.e., resumes, projects)?
Response 26: Yes, and yes.
Question 27: Please confirm that the prime consultant shall identify the certified code consultant as part of their submission, for any category, along with their applicable materials (i.e., resumes, projects.) or is this requirement for the Building Code and Life Safety category only?
Response 27: This requirement only pertains to the Building Code and Life Safety category.
Question 28: Would you consider City of Chicago self-certification registration as equivalent to the required ICC certification?
Response 28: No.
Question 29: Is there a scoring penalty for sub-tier consultants that are not local, or is the local preference just for the prime consultant?
Response 29: Location and proximity to Fermilab are preferred for all Key Personnel, including those that are sub-tier subcontractors and will be evaluated higher.
Question 30: Please confirm that we are not required to submit a separate response for the individual categories we are interested in providing services for? For the initial IDIQ request a couple of months ago, your requirement was to only submit one response for all categories.
Response 30: This is a new IDIQ request. A stand-alone Qualifications Submittal must be submitted for each Category of Projects the Offeror is applying for.
Question 31: In section 16.2 can you please explain further and confirm that all the information requested in that section applies to each category of services we are submitting for? I.e. For each category we must explain in one page per category with an applicable project that addresses the approach for maintaining scope, schedule; quality control process; then a separate Quality Control plan;
a methodology for developing and evaluating alternatives, and methods and means to develop cost estimates?
Response 31: Confirmed, though there is a 3-page maximum limit for 16.2 (see Appendix A). You may submit one separate Corporate Quality Control plan, even if submitting for multiple categories.
Question 32: In item 16.3.1 an Engineering Project Manager is requested; is that per engineering discipline? Or one that is considered to be the one Project Manager for each engineering firm? Please clarify what information should be submitted for each subconsultant Engineer.
Response 32: An Engineering Project Manager is not requested – just a Project Engineer.
Reference Appendix A regarding information that should be submitted for each subconsultant Engineer.
Question 33: In item 17.0 of the RFP, prior work history at other DOE National Labs is noted as a preferred evaluation criterion. Some of our relevant previous work with other National Laboratories is under an NDA and we may not be allowed to discuss that work. How can we be assured that there will be adequate consideration given to our experience with other National Labs if we are unable to go into detail about those projects?
Response 33: Please respond to the questions in the solicitation with comprehensive detail, ensuring all disclosures remain in full compliance with the terms of the NDA. If specific project details are not permitted due to an NDA, if possible, please provide a general summary of the years’ experience, laboratories worked with, and types of projects.
Question 34: Will there be an extension of the response deadline?
Response 34: Not at this time.
Question 35: Why did Fermilab reduce the number of categories, specifically, why was the new building category eliminated? If there is a need for design of new facilities on the Fermilab campus, will those services be procured in an open solicitation? Will there be new facilities designed at Fermilab in the near future?
Response 35: The revised solicitation aligns with A/E services needed at this time. New facilities are not included in this solicitation.
Question 36: Please confirm that we will need to provide a separate Corporate Quality Control Plan AND additionally another Quality Control Plan for each category we will submit for? Or will one Quality Control plan suffice for each category?
Response 36: Offerors should submit ONE Corporate Quality Control Plan, regardless of how many categories they are submitting for.
Question 37: Please confirm the requirements to satisfy the response for Appendix A: i.e. For the Repairs and Alterations AND Interior Design category, Fermilab requires the following key personnel resumes for the Project Manager, Project Architect/Designer and Structural Engineer, Mechanical, Electrical and Fire Protection Engineer? If we are not pursuing the Building Code and Life Safety category ,we do not need to include a resume for Building Code and Life Safety engineer, correct?
