About this opportunity

The 305th Operations Support Squadron at Joint Base McGuire-Dix-Lakehurst, New Jersey, is procuring upgrades to replace the existing FORUM crash communication system with new Primary and Secondary Crash Networks. The Department of the Air Force Air Mobility Command seeks a firm-fixed-price contract for the design, installation, and testing of DoD VoIP Emergency Notification Systems (ConsortAlert-based) that must be compatible with current base infrastructure and existing FORUM phones. Key requirements include supporting up to 20 parties at McGuire Field and 30 parties at Lakehurst Maxfield Field, with visual features identifying when agencies activate their phones and the ability to isolate individual agencies during activation. All proposed equipment must be manufactured by National Defense Authorization Act (NDAA)-approved companies, and contractor personnel must be certified to install and test the systems. The evaluation will be conducted using a Lowest Price Technically Acceptable methodology, with technical acceptability determined solely on whether specifications meet the Statement of Work minimum requirements. The deadline for submission of vendor questions was extended to April 25, 2026, and quotes are due by May 6, 2026, at 10:00 A.M. EST, with a required 90-calendar-day validity period.

This solicitation is designated as a 100% small business set-aside under NAICS code 517810 (All Other Telecommunications) with a small business size standard of 1,350 employees. McGuire requires installation of one system with 20 SIP sessions, one user interface console in Building 1758, hardware in Building 1901, and eight additional Push-to-Talk phones; Lakehurst requires two separate systems with 30 SIP sessions each, separate consoles in Buildings 522 and 307, hardware in Building 1, and 14 additional PTT phones. Work will be performed at Joint Base McGuire-Dix-Lakehurst in New Jersey, with contractor personnel required to complete base security access procedures and comply with antiterrorism awareness requirements prior to performance.
