About this file
This is a Questions and Answers (Q&A) document for a Crash Network contract opportunity, specifically addressing clarifications from bidders regarding system requirements and infrastructure.
The document clarifies critical technical specifications for the Crash Network system at two locations: McGuire and Lakehurst. For existing phones, the current system uses analog Forum Crash Phones (Part # Aegis-LB-08 80101 Ash). Regarding SIP sessions, these are defined as individual connections to endpoints with the capability to arm/de-arm individual phones selectively; for example, if McGuire has 12 endpoints with 12 SIP sessions, the initiator can de-arm 2 sessions to activate only 10 endpoints. At McGuire, the system requires 20 SIP sessions and 8 PTT phones; at Lakehurst, the system requires 30 SIP sessions and 14 PTT phones. All endpoints currently exist, and additional phones must be purchased to serve as spare equipment. POE switches convert fiber connections to endpoint connections via CAT 5 cables; however, clarification was provided that crash phones at Lakehurst (Building 307, Room 201) connect directly into a bulkhead phone jack rather than through a POE switch in Room 204. The Local Console and System Console have no functional differences; both must feature a visual indicator that activates when two-way parties on the SCN pick up handsets and must provide the ability to arm/de-arm phones connected to the system. At Lakehurst, both the Primary and Secondary Crash Networks operate through a single ConsortAlert System located in Building 552, 3rd Floor (tower).

Crash Network – Q&A Part 2
1) Regarding question #1, it is stated that we are required to integrate with the existing Forum phones. We were looking for the specifications of the Forum phones. Can that be provided? Are they standard analog phones or do they require some sort of proprietary software to run on them?
- Current phone is an analog Forum Crash Phone. Part # Aegis-LB-08 80101 Ash
2) Regarding question #7: The SOW states the system must have 20 SIP Sessions for McGuire, (What do you consider a SIP Session?), and 8 additional PTT Phones. Does the current system only have 8 phones connected to it, and the other 20 are for future use or are they existing endpoints now?
a. Do additional phones need to be purchased at this time for the 20 other endpoints.
- SIP sessions are individual connections to the endpoints. The sessions should have the capability to essentially arm/de-arm individual phones. As an example if McGuire has 12 endpoints, with 12 different SIP sessions. If the initiator de-arms 2 sessions, the system will only activate for 10 endpoints.
- The current system has a phone for each endpoint which are existing now.
- Yes, additional phones will need to be purchased to serve as spares
3) Regarding Question #8: Same questions - The SOW states the system must have 30 SIP Sessions for Lakehurst, (What do you consider a SIP Session?), and 14 additional PTT Phones. Does the current system only have 14 phones connected to it, and the other 30 are for future use or are they existing endpoints now?
a. Do additional phones need to be purchased at this time for the 30 other endpoints.
- See question 2
4) In Appendix A, what is the purpose of the POE Switch that is described in Lakehurst Bldg. 307 Rm 204?
- The POE switches are used to convert the fiber to the endpoint connection through a CAT 5 cable.
- In regards to question 4. We were unable to locate any POE switch in BLDG 307 Rm 204. Our crash phones are located in BLDG 307 Rm 201 on a desk that’s against the bulkhead next to Rm 205. They go directly into a bulkhead phone jack. We typically do not work on these devices when operational, but act more as a liaison between end users and the comms/telecom shops for troubleshooting.
5) Lastly, what is the difference between the Local Console and the System Console?
What functions are you looking for from each of those consoles?
- There are no differences. The console must have a visual feature which activates as each two-way party on the SCN picks up the handset. Additionally, the ability to arm/de-arm phones connected to the system as answered in Question 2.
6) Sorry, but the two answers to question 18 seem contradictory. So, at Lakehurst, is the requirement for one ConsortAlert system (server and fiber switch) for their Primary Crash Network and a second ConsortAlert system (server and fiber switch) for their Secondary Crash Network. Both systems installed in B 552 3rd floor?
- To our knowledge both Primary and Secondary run through the ConsortAlert
System BLDG 552 3rd Floor (tower).
